(c) Section 1004 (b) of such Act is amended (1) by 5 striking out "and" after "1974;" and (2) by inserting after 6 "1975" the following: "; $10,000,000 for the fiscal year 7 ending June 30, 1976; and $12,000,000 for the fiscal year 8 ending June 30, 1977".

9 (d) Section 1005 (b) of such Act is amended (1) by 10 striking out "and" after "1974;" and (2) by inserting 11 after "1975" the following: "; $1,500,000 for the fiscal 12 year ending June 30, 1976; and $2,000,000 for the fiscal 13 year ending June 30, 1977".

14 (e) The last sentence of section 1006 (c) of such Act 15 is amended by inserting immediately before the period the 16 following: "so as to insure that economic status shall not be 17 a deterrent to participation in the programs assisted under 18 this title".

SEC. 3. (a) Subsection (a) of section 5 of the Family 20 Planning Services and Population Research Act of 1970 is

(1) by striking out "Not later than six months

after the date of enactment of this Act" and inserting in

lieu thereof "As soon as practicable after the end of each

fiscal year,"; and

(2) by striking out "a period of five years" and

inserting in lien thereof "the next five fiscal years". 3 (b) Subsection (b) (2) of such section is amended by 4 striking out "these objectives" and inserting in lieu thereof 5 "the purposes of this title and other Federal laws for which 6 the Secretary has responsibility and which pertain to family 7 planning programs".

8 (c) Subsection (b) (3) of such section is amended by 9 striking out "establish" and inserting in lieu thereof “main10 tain".

11 (d) (1) Subsection (c) of such section is amended by 12 striking out the matter preceding paragraph (1) and insert13 ing in lieu thereof the following:

"(c) Each report submitted under subsection (a) 15 shall-".

(2) Such subsection is further amended by striking

out "the plan" in paragraphs (1), (2), and (3) and insert

18 ing in lieu thereof "the plan contained in such report”.

1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That section 310 of the Public Health Service Act is
4 amended by inserting after "June 30, 1973," the following:
5 "not to exceed $60,000,000 for the fiscal year ending June

30, 1974, $105,000,000 for the fiscal year ending June 30,

1975, $120,000,000 for the fiscal year ending June 30, 1976, 8 and $135,000,000 for the fiscal year ending June 30, 1977.”. SEC. 2. Section 310 of the Public Health Service Act

is further amended by striking "and" immediately before the 11 clause designation "(ii)" in paragraph (1) and inserting at

12 the end of such clause the following: "and (iii) premiums

1 for a prepaid health care plan eligible for Federal assistance 2 where such clinics or special projects so request. All such

3 clinics, special projects, and prepaid health care plans shall 4 provide outreach and followup services,”.

SEC. 3. Section 310 of the Public Health Service Act is 6 further amended by inserting "(a)" immediately after the 7 section designation and by adding at the end of such sub8 section the following new subsection:

9 "(b) There are hereby authorized to be appropriated 10 $10,000,000 for the fiscal year ending June 30, 1973, 11 $25,000,000 for the fiscal year ending June 30, 1974, $35,12 000,000 for the fiscal year ending June 30, 1975, $40,000,000 for the fiscal year ending June 30, 1976, and $45,000,14 000 for the fiscal year ending June 30, 1977, to enable the 15 Secretary to assist in the provision of necessary hospital 16 care to domestic agricultural migratory workers and their 17 families."

SEC. 4. Section 310 of the Public Health Service Act is 19 further amended by adding at the end of new subsection (b)

20 the following new subsection:

"(c) In making grants under this section the Secretary

22 shall give priority to those applicants whose policymaking 23 body is composed of a majority of persons who are consumers 24 of its services, where competing applicants appear to the 25 Secretary of Health, Education, and Welfare to be equally 26 qualified."

To amend the Public Health Service Act to extend the program of assistance for health services for domestic migrant agricultural workers.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That the first sentence of section 310 of the Public Health 4 Service Act (42 U.S.C. 242h) is amended by striking out 5 "and" immediately after "1972," and by inserting after 6 "1973" the following: ", and for each succeeding fiscal year, 7 such sums as may be necessary".
