The CHAIRMAN. And the first amendment is again by Mr. Walk

Mr. WALKER. Thank you, Mr. Chairman. This ask an amendment I am offering on behalf of both of us that clarifies and strengthens the policy and priorities of this committee. It enforces the complete project authorizations for NEXRAD and GOES signed into law last year. It also adjusts the out-year authorizations for NOAA consistent with the Commerce Department planning ceilings.

Finally, it focuses the environmental research labs strategic plan on a more objective assessment of the lab's role and mission, including consideration of the lab's operational efficiency and effectiveness.

Mr. Chairman, I would like to thank you and your staff for your help and willingness in working out these amendments, and I think that these en bloc amendments will strengthen the bill in places where it did need some slight revision.

The CHAIRMAN. The Chair agrees with the gentleman. The staff is distributing a slightly modified amendment which contains the agreed upon language worked out between the Majority and the Minority. And as far as I know there is no objections to that, but the Chair will recognize anyone who desires to offer comments or debate the en bloc amendments.
