En Bloc Amendment to the NOAA Authorization Act of 1993 Offered by Mr. Sam Johnson:

Page 2, line 19, after “1995” insert the following: “except that no funds may be expended for NEXRAD acquisition until the statutory requirements of Section 102(b) of P.L. 102-567 have been fulfilled by the Secretary".

Page 4, line 21, after "1995" insert the following: "except that no funds may be expended for GOES acquisition until the statutory requirements of Section 105(d) of P.L. 102-567 have been fulfilled by the Secretary".

Page 2, line 25, insert the following: "None of the funds for NEXRADs authorized by Section 102(b) of P.L. 102-567 shall be obligated unless the NEXRADs appear in the National Implementation Plan for Modernization of the National Weather Service for fiscal year 1994, or are to be used for spare parts, not installation at a particular site".

Page 5, line 13, insert the following section:

Section 104. PROGRAM SUPPORT.

(a) Administration and Services. There are authorized to be appropriated to the Secretary for Executive Direction and Administration, Systems Program Office, Central Administrative Support, and Retired Pay Comissioned Officers $73,319,000 for fiscal year 1994 and $76,252,000 for fiscal year 1995.

(b) Aircraft Services. There are authorized to be appropriated to the Secretary for Aircraft Services and Aircraft Critical Safety and Instrumentation, $9,495,000 for fiscal year 1994 and $9,875,000 for fiscal year 1995.

Mr. HALL. Oh, the gentleman's recognized for five minutes to discuss his amendment if he cares to.

Mr. JOHNSON OF TEXAS. Thank you. I'd just like to indicate that I understand the Chair's agreed to this amendment. And, basically, what it does is it requires that they not be able to spend the money on NEXRAD or GOES until they've fulfilled all the requirements of the reporting and assure us that the programs are on track. Basically, that's the guts of it, and the program support part of the en bloc is-simply puts the numbers into the bill that were appropriated, so that this committee can show jurisdiction.

Mr. HALL. As usual, the gentleman has a very good committeeI think a very good amendment. If there is no objection, the Chair recognizes the gentleman to move his amendment.

Mr. JOHNSON OF TEXAS. Thank you. Do we need a vote?

Mr. HALL. I presume not, unless you want one.

Mr. JOHNSON OF TEXAS. No.

Mr. ROHRABACHER. Mr. Chairman, I move that the subcommittee report the bill as amended. Further, I move to instruct the staff to prepare the subcommittee report, to make technical and conforming amendments, and that the chairman take all necessary steps to bring the bill before the full committee for consideration. Mr. HALL. Is there objection?

OPENING STATEMENT

THE HONORABLE RALPH M. HALL

NOAA Atmospheric and Satellite Program Authorization Act of 1993 August 4, 1993

Mr. Chairman, on July 28, 1993, the Subcommittee on Space approved, by unanimous consent, a Committee Print to authorize certain atmospheric, weather, and satellite programs of the National Oceanic and Atmospheric Administration for fiscal years 1994 and 1995.

A clean bill, reflecting the actions of the Subcommittee, was introduced and reported to the full Committee on Science, Space, and Technology. That bill, H.R. 2811, is before us today.

Mr. Chairman, H.R. 2811, as amended, authorizes appropriations of $1.08 billion for fiscal year 1994 and $1.18 billion for fiscal year
