To authorize certain atmospheric, weather, and satellite programs and functions of the National Oceanic and Atmospheric Administration, and for other purposes.

TITLE I-AUTHORIZATION OF

APPROPRIATIONS

3 SEC. 101. NATIONAL WEATHER SERVICE.

(a) OPERATIONS AND RESEARCH.-There are au

5 thorized to be appropriated to the Secretary of Commerce 6 (in this Act referred to as the "Secretary") to enable the 7 National Oceanic and Atmospheric Administration to 8 carry out the operations and research duties of the Na9 tional Weather Service, $473,256,000 for fiscal year 1994 10 and $492,185,000 for fiscal year 1995. Such duties in11 clude meteorological, hydrological, and oceanographic pub12 lic warnings and forecasts, as well as applied research in 13 support of such warnings and forecasts.

(b) SYSTEMS ACQUISITION.-There are authorized to 15 be appropriated to the Secretary to enable the National 16 Oceanic and Atmospheric Administration to carry out the 17 public warning and forecast systems duties of the National 18 Weather Service, $76,299,000 for fiscal year 1994 and 19 $71,115,000 for fiscal year 1995. Such duties include the 20 development, acquisition, and implementation of major 21 public warning and forecast systems. Funds authorized 22 under this subsection shall be in addition to funds author23 ized under section 102(b) of the National Oceanic and At24 mospheric Administration Authorization Act of 1992 25 (Public Law 102-567).

(c) CONSTRUCTION OF NEXRAD FACILITIES.

2 There are authorized to be appropriated to the Secretary 3 to enable the National Oceanic and Atmospheric Adminis4 tration to carry out construction, repair, and modification 5 activities relating to new and existing Next Generation 6 Doppler Weather Radar (NEXRAD) facilities at weather 7 forecast offices, $62,784,000 for fiscal year 1994 and 8 $20,580,000 for fiscal year 1995. Such activities include 9 planning, design, and land acquisition related to such fa10 cilities.

11 SEC. 102. ATMOSPHERIC RESEARCH.

(a) CLIMATE AND AIR QUALITY RESEARCH.

(1) IN GENERAL.-There are authorized to be appropriated to the Secretary to enable the National Oceanic and Atmospheric Administration to carry out its climate and air quality research duties, $105,922,000 for fiscal year 1994 and $138,737,000 for fiscal year 1995. Such duties include interannual and seasonal climate research and long-term climate and air quality research.

(2) CLIMATE AND GLOBAL CHANGE. Of the sums authorized under paragraph (1), $66,902,000 for fiscal year 1994 and $84,573,000 for fiscal year 1995 are authorized to be appropriated for the pur

poses of studying climate and global change, includ

ing global observations, monitoring, and data and information management relating to the study of changes in the Earth's climatic system, and fundamental research on oceanic and atmospheric processes critical to climate prediction and diagnostics.

(b) ATMOSPHERIC PROGRAMS.-There are author7 ized to be appropriated to the Secretary to enable the Na8 tional Oceanic and Atmospheric Administration to carry 9 out its atmospheric research duties, $42,103,000 for fiscal 10 year 1994 and $52,980,000 for fiscal year 1995. Such du11 ties include research for developing improved prediction 12 capabilities for atmospheric processes, as well as solar-ter13 restrial research and services.

14 SEC. 103. NATIONAL ENVIRONMENTAL SATELLITE, DATA,

AND INFORMATION SERVICE.

(a) SATELLITE OBSERVING SYSTEMS.-There are 17 authorized to be appropriated to the Secretary to enable 18 the National Oceanic and Atmospheric Administration to

19 carry out its satellite observing systems duties,

20 $206,383,000 for fiscal year 1994 and $264,890,000 for 21 fiscal year 1995. Such duties include spacecraft procure22 ment, launch, and associated ground station system 23 changes involving polar orbiting and geostationary envi24 ronmental satellites, as well as the operation of such sat25 ellites. Funds authorized under this subsection shall be in

1 addition to funds authorized under section 105(d) of the

2 National Oceanic and Atmospheric Administration Au

3 thorization Act of 1992 (Public Law 102-567).

(b) ENVIRONMENTAL DATA AND INFORMATION 5 SERVICES.-There are authorized to be appropriated to 6 the Secretary to enable the National Oceanic and Atmos7 pheric Administration to carry out its environmental data 8 and information services duties, $34,068,000 for fiscal 9 year 1994 and $60,662,000 for fiscal year 1995. Such du10 ties include climate data services, geophysical data serv11 ices, and environmental assessment and information serv12 ices.

17 (a) ASSESSMENT.-The Secretary shall conduct an
18 assessment of the adequacy of the resources provided for
19 the Environmental Research Laboratories of the National
20 Oceanic and Atmospheric Administration. In conducting
