Servicemembers. In the past, the program has supported over 9,000 activities with over 16,000 unique Veteran participants in a year. Through technical assistance and events such as development of adaptive sports training and tools, the program created new partnerships and capabilities with nationwide

The funds will be provided to the adaptive sports entities in accordance with 38
U.S.C. Section 521A and 38 CFR Part 77. The application must include a

description of the activities to be carried out with the grant, including information on specific measurable goals and objectives, including: a detailed description of all partnerships at the national and local levels that will be receiving grant funds and the proposed amount that will be awarded to each partner. Partnerships are agreements made between the adaptive sports entity receiving the grant and other adaptive sports and qualified supporting entities with significant experience in the training and support of disabled athletes and the promotion of disabled sports that are participating in implementing the adaptive sports grant.

64.037 VA U.S. PARALYMPICS MONTHLY ASSISTANCE ALLOWANCE PROGRAM

AUTHORIZATION:

Veterans Benefits Improvement Act of 2008, Section 703, Public Law 110-389, 38 U.S.C 521A.

OBJECTIVES:

To promote the lifelong health and to motivate, encourage and sustain participation and competition in adaptive sports from the local level through elite levels among disabled Veterans and disabled members of the Armed Forces through partnerships with VA clinical personnel as well as national and community-based adaptive sports programs. To provide monthly assistance allowance to a Veteran with a disability as authorized by 38 U.S.C 322(d) for qualifying athletes, whether categorized as emerging or national team athletes. TYPES OF ASSISTANCE:

Direct Payments with Unrestricted Use

USES AND USE RESTRICTIONS:

Section 703 of the Veterans' Benefits Improvement Act of 2008 (Public Law 110-389) identified the monthly assistance allowance was -(1) Subject to the availability of appropriation for such purpose, the Secretary may provide a monthly assistance allowance to a Veteran with a disability invited by United States Olympic Committee to compete for a slot on, or selected for, the Paralympic Team for any month which the Veteran is training or competing in any event sanctioned by the United States Olympic Committee or who is residing at a United States Olympic Committee training center. (2) The amount of monthly assistance payable to a Veteran under (1) shall be equal to the monthly amount of subsistence allowance that would be payable to the Veteran under chapter 31 of this title if the Veteran were eligible for an entitled to rehabilitation under such chapter. (3) In providing assistance under this subsection, the Secretary shall give priority to Veterans with service-connected disabilities. (4) There is authorized to be appropriated to carry out this subsection $2,000,000 for each of fiscal years 2010 through December 31, 2013.

Under Public Law 113-59, 38 U.S.C. 322(d) was amended with respect that its provisions apply to the applicable Paralympic sport entities in American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands in the same manner and to the same degree as the United States Olympic Committee.

Limitations on the use of administrative expenses are described in 38 U.S.C.
Part 1, Chapter 5, Subchapter II, Section 521A d (4) and (5).
Applicant Eligibility:

To receive an allowance, a disabled Veteran must submit a complete application, as well as established training and competition plans and is responsible for turning in monthly and quarterly reports in order to continue receiving the monthly assistance allowance. The disability of the Veteran may be service-connected or non-service-connected if the veteran meets the minimum military standard or higher in his or her respective Paralympic sport at a recognized competition level. The Veteran also must meet eligibility criteria established by the International Paralympic Committee for participants in Paralympic sports.

Beneficiary Eligibility:

To receive an allowance, a Veteran must submit a complete application

identifying any dependents upon which a higher payable rate of allowance may be based; and the appropriate National Governing Body or equivalent Paralympic entity must provide certification of the Veteran's participation in training or competition sponsored by the USOC, applicable Paralympic sport entity for U.S. Commonwealths or Territories, or the International Paralympic Committee (IPC), or residence at a USOC training center, for a period for which payment is requested. The certification must specify whether the payment is due for training, competition, or residence, and the dates of the training, competition, or residence for which payment is due.

Credentials/Documentation:

Proof of the ability to perform the required level of Paralympic sport activity and compliance with military and higher standards are required. Emerging athlete and national team standards are established by the applicable Paralympic sport entity for each Paralympic sport. This program is excluded from coverage under OMB Circular No. A-87. The applicable Paralympic sport entity manages the application and ongoing verification of the monthly assistance allowance for Veterans in connection with training in Paralympic sport program. Fiscal Year 2015: The Maine Department of Labor connects Veterans with career counselors who help identify opportunities, arrange training and translate military skills to civilian jobs, especially for thousands of Operation Enduring Freedom and Operation Iraqi Freedom Veterans returning home. A portion of the funding also helps Easter Seals expand their Veteran outreach services deeper into rural Maine.

The Nebraska Association of Local Health Directors trains local health departments and community organizations to address Veteran-specific needs, so they can provide more comprehensive, patient-centered care to Veterans and their families. Project coordinators also link Veterans to other benefits.

The New Mexico Department of Veteran Services arranges job counseling, benefits advice, and free mental health services to transitioning Veterans and their families. They host benefits fairs and are establishing Veteran and family transition centers in four regions of the state. This growing network of VA and community partners means more access points for Veterans to connect with health care and services.

The Volunteers of America of North Louisiana organizes telemedicine care and works to prevent homelessness among rural Veterans and their families in parts of Arkansas, Louisiana, Oklahoma and Texas. They also coordinate transportation for rural Veterans and use telehealth technology to increase access to health providers.

WestCare Washington, Inc. provides health services, benefits advice, and phone counseling to Veterans and their families in Washington and Oregon. Boots-on-the-ground navigators, many of whom served in the military themselves, conduct personalized outreach to other Veterans in their rural communities. Specially Adapted Housing Assistive Technology (SAHAT) Grant Program

AUTHORIZATION:

Veterans Benefits Act of 2010, Public Law 111-275, 38 U.S.C 2108.
OBJECTIVES:

Pursuant to the Veterans Benefit Act of 2010, the Secretary of Veterans
Affairs (Secretary), through the Loan Guaranty Service (LGY) of the Veterans
Benefits Administration (VBA), is authorized to provide grants of financial
assistance to develop new assistive technology. The objective of the grant,
known as the Specially Adapted Housing Assistive Technology (SAHAT)
Grant Program, is to encourage the development of new assistive technologies
for specially adapted housing.

TYPES OF ASSISTANCE:

USES AND USE RESTRICTIONS:

The Department of Veterans Affairs (VA) acknowledges there are many emerging technologies that could improve home adaptions or otherwise enhance a Veterans or Servicemembers ability to live independently, such as voice-recognition and voice-command operations, living environment controls, and adaptive feeding equipment. Therefore, VA has defined new assistive technology as an advancement the Secretary determines could aid or augment the ability of a Veteran or Servicemember to live in an adapted home. Grantees will be expected to leverage grant funds to plan, develop, manage, and implement new assistive technologies for specially adapted housing.

Since the new program would also be open to individuals and private entities, some of the applicants will not meet the definition of non-Federal entity or recipient, as defined under part 200, and certain provisions of part 200 may not be applicable to all applicants in this

technology grant program. Where the Secretary determines a provision is not applicable or where the Secretary determines that additional requirements are necessary due to the uniqueness of a situation, the Secretary would apply the same standard applicable to exceptions under 2 CFR 200.102.

Although part 200 does not define the term exception, Sec. 200.102 is clear that an exception can relax an existing requirement or make additional, more restrictive requirements on a participant. Section 200.102 requires that if an exception is more restrictive on a certain class of participants than that which is otherwise provided in part

200, VA must receive approval from OMB. If an exception is less restrictive than what is provided in part 200, Sec. 200.102 authorizes VA to grant the exception on a case-by-case basis. It is impossible to anticipate every way in which the Secretary can or should exercise oversight authority. The purpose of this provision is to ensure that a loophole in a regulation does not unduly hinder the Secretary's ability to protect the public interest or prevent private individuals or organizations from participating because of technicalities related to oversight.

Applicant Eligibility:

As authorized by 38 U.S.C. 2108, the Secretary may award grants to a person or entity for the development of specially adapted housing assistive technologies. In order to foster competition and best serve the needs of Veterans and Servicemembers, VA is placing no restrictions on the types of eligible entities outside of threshold criteria listed in the NOFA.

All technology grant recipients, including individuals and entities formed as for-profit entities, will be subject to the rules of the Uniform Administrative Requirements for Grants and Agreements With Institutions of Higher Education, Hospitals, and other Non-profit Organizations, as found at 2 CFR Part 200. Where the Secretary determines that 2 CFR Part 200 is not applicable or where the Secretary determines that additional requirements are necessary due to the uniqueness of a situation, the Secretary will apply the same standard applicable to exceptions under 2 CFR 200.102.

This program has no matching requirements. There is no cost sharing, matching, or cost participation for the SAHAT Grant Program. However, leveraged resources will be considered as an evaluation criterion during the application review process. Any form of proposed leveraging that is evaluated must be included in the application and the application must describe how the

technology grant applicant will obtain the leveraged resources and what role

VA funding will play in the overall project.

The grant program provides funding to public or nonprofit agencies, including institutions of higher learning, to establish and support a Veterans Employment Pay for Success Project with a goal of improving specified employment outcomes for Veterans with a primary service connected disability rating of post traumatic stress disorder (PTSD).

Applicant Eligibility:

Applicants must be prepared to provide documentation of eligibility criteria and other support documentation described in the notice of funds availability (NOFA).

This competition is open to public or nonprofit agencies, including institutions of higher learning as defined in 38 U.S.C. 3119. Eligible nonprofit organizations include those defined in 2 C.F.R 200.70. Eligible applicants must serve low-income communities or address a specific issue area (e.g., employment or mental health challenges) in geographical areas that have the highest need in that issue area.
