Service members and veterans may apply for Post-9/11 GI Bill benefits by completing and submitting the Application for VA Education Benefits (VA Form 22-1990). Dependent children may apply for Fry Scholarship provision of the Post-9/11 GI Bill benefits by completing and submitting the Dependents Application for Education Benefits (VA Form 22-5490). Dependent spouses and children may apply to use transferred benefits by completing and submitting the Application for Family Member to use Transferred Benefits (VA Form 22-1990e).

The amount of educational assistance an individual is entitled to varies based on the amount of time served on active duty, the amount of tuition and fees charged, and the Basic Allowance for Housing payable for an E-5 with dependents in the zip code where the student attends school. In most cases, the benefits last for 36 (48 months when combined with other VA education benefits) calendar months of full-time training. The work-study allowance is limited to the higher of the Federal minimum wage or the State minimum wage where the work is performed. Tutorial assistance may not exceed $1200 and reimbursement for a licensing or certification test may not exceed $2000. The rural benefit is a one-time payment of $500.

As a principal health benefits administration advisor to the Under Secretary for Health, CBO develops, implements, and supports various aspects of administrative health care issues.

For Non Veteran Beneficiaries eligibility is established by adjudication of the Sponsoring Veteran as Permanently and Totally disabled (P&T) (38 CFR 17.52(a)(1)(iii)) and that the Non Veteran Beneficiary is a dependant of the Veteran by the VBA and is eligible for Chapter 35 Benefits.

Application Procedures:

This program is excluded from coverage under 2 CFR 200, Uniform

Office processing the benefits claim. All subsequent benefit administration
refers to the VARO adjudication of eligibility or to the status of the Veteran or
Non Veteran Beneficiary as established by the VBA.
Award Procedure:

Veterans initiate benefits eligibility claims through their serving VA Regional
Office under the Veterans Benefits Administration. Where there is no disability
claim involved the Veterans serving Veterans Administration Medical Center
(VHA/VAMC) or Community Based Outreach Clinic (VHA/CBOC)

establishes benefits eligibility through the VHA/CBO/Health Eligibility Center. Secondary validation of eligibility is performed for Non Veteran Beneficiarys by the administering Program Office.

Range of Approval/Disapproval Time:

From 30 to 60 days. There are no deadlines for award of eligibility. When
adjudication of a disability establishes the disability at a date prior to the date of
adjudication each program has in place mechanisms to provide retroactive
benefits. For programs requiring additional adjudication beyond that of the
VBA ~89% of all applications were approved within 30 days in FY09.
Appeals:

From 90 to 120 days. Appeals are available within each program beginning
with local formal appeal, a second appeal process is provided by policy and
upon adverse determination of a second appeal the final level of appeal is
provided through the Board of Veterans Appeals.

To provide supportive services grants to private non-profit organizations and

consumer cooperatives who will coordinate or provide supportive services to very low-income Veteran families who: (i) are residing in permanent housing, (ii) are homeless and scheduled to become residents of permanent housing within a specified time period, or (iii) after exiting permanent housing within a specified time period, are seeking other housing that is responsive to such very low-income Veteran familys needs and preferences.

USES AND USE RESTRICTIONS:

Section 604 of the Veterans Mental Health and Other Care Improvements Act of 2008 (Public Law 110-387) established VAs Supportive Services for Veteran Families (SSVF) Program. The SSVF Program provides grants to private non-profit organizations and consumer cooperatives that will coordinate or provide supportive services to Veterans and their families who have less than 50% area median income and (i) are residing in permanent housing, (ii) are homeless and scheduled to become residents of permanent housing within a specified time period, or (iii) after exiting permanent housing within a specified time period, are seeking other housing that is responsive to such very low-income Veteran familys needs and preferences. Grantees are responsible for providing outreach, case management, linkages to VA benefits, and linkages to other public benefits with the supportive services grant funds. Grantees may choose to provide temporary financial assistance on behalf of the Veteran family for certain costs. Limitations on the use of supportive services grant funds, including time and amount limitations, are described in 38 CFR Part 62. Applicant Eligibility:

Applicants eligible for grants must be either a private non-profit organization or a consumer cooperative. The SSVF Program defines a private non-profit organization as: 1. An incorporated private institution or foundation that (a) has no part of the net earnings that inure to the benefit of any member, founder, contributor, or individual; (b) has a governing board that is responsible for the operation of the supportive services; and (c) is approved by VA as to financial responsibility; 2. A for-profit limited partnership, the sole general partner of which is an organization that (a) has no part of the net earnings that inure to the benefit of any member, founder, contributor, or individual; (b) has a governing board that is responsible for the operation of the supportive services; and (c) is approved by VA as to financial responsibility; 3. A corporation wholly owned and controlled by an organization that (a) has no part of the net earnings that inure to the benefit of any member, founder, contributor, or individual; (b) has a governing board that is responsible for the operation of the supportive services; and (c) is approved by VA as to financial responsibility; or 4. A tribally designated housing entity (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103)). The SSVF Program defines a consumer cooperative as having the meaning given such term in section 202 of the Housing Act of 1959 (12 U.S.C. 1701q). Beneficiary Eligibility:

Veteran families, meaning families in which the head of household or the spouse of the head of household served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable. Eligible Veteran families must be very-low income, meaning their annual income, as determined in accordance with 24 CFR 5.609, does not exceed 50 percent of the median income for an area or community. Eligible Veteran families must also fall within one of the following categories: (i) residing in permanent housing; (ii) homeless and scheduled to become a resident of permanent housing within 90 days pending the location or development of housing suitable for permanent housing; or (iii) exited permanent housing within the previous 90 days to seek other housing that is responsive to the very low-income Veteran familys needs and preferences. The NOFA will contain; the content and form of the application with information on obtaining an application; the date, time, and place for submitting completed applications; the estimated amount and type of funding available; any priorities for or exclusions from funding, and provide information on additional documents necessary for the application. PROGRAM ACCOMPLISHMENTS:

Fiscal Year 2015: Fiscal Year 2014: VA received 697 applications in response to the SSVF Program NOFA. VA awarded 407 grants to 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam for operations during FY 2015. VA awarded 92 of those 407 grants a 3-year non-renewable award. Fiscal Year 2016: Fiscal Year 2015: VA received 289 applications in response to the SSVF Program NOFA. VA awarded 286 grants to 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam for operations during FY 2016. CRITERIA FOR SELECTING PROPOSALS:

As required by 38 CFR 62.23, applications are reviewed, rated, and ranked in priority order. Selection criteria for initial projects include: (i) background, qualifications, experience, and past performance; (ii) program concept and supportive services plan; (iii) quality assurance and evaluation plan; (iv) financial capability and plan; and (v) area or community linkages and relations. Selection criteria for renewal projects include program outcomes; cost-effectiveness; and compliance with final rule and federal requirements. Ranked scores of applicants are the primary basis for selection. However, in accordance with 38 CFR 62.23(d), VA will utilize the following considerations

to select applicants for funding:

i. Preference applicants that provide or coordinate the provision of supportive services for very low-income Veteran families transitioning from homelessness to permanent housing; and ii. To the extent practicable, ensure that supportive services grants are equitably distributed across geographic regions, including rural communities and Tribal lands.

64.034 VA GRANTS FOR ADAPTIVE SPORTS PROGRAMS FOR DISABLED VETERANS AND DISABLED MEMBERS OF THE ARMED FORCES

VA Grants for Adaptive Sports Programs for Disabled Veterans and Disabled Members of the Armed Forces

Veterans' Benefits Improvement Act of 2008, Section 703, Public Law 110-389, 38 U.S.C 521A.

OBJECTIVES:

To promote the lifelong health and to motivate, encourage and sustain participation and competition in adaptive sports from the local level through elite levels among disabled Veterans and disabled members of the Armed Forces through partnerships with VA clinical personnel as well as national and community-based adaptive sports programs.

TYPES OF ASSISTANCE:

USES AND USE RESTRICTIONS:

Sections 701, 702 and 703 of the Veterans' Benefits Improvement Act of 2008 (Public Law 110-389) established support for the assistance through a congressional mandate to the United States Olympic Committee (USOC). Under The VA Expiring Authorities Extension Act of 2013 (Public Law 113-59) amended 38 U.S.C. 521A with respect that the USOC would no longer function as the pass-through entity administering the grant program and the VA would manage the adaptive sports grant program. P.L. 113-59 also amended 38 U.S.C. 322 & 521A so that their provisions apply to the applicable Paralympic sport entities in American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands in the same manner and to the same degree as the USOC. The grant program provides funding to private non-profit and public organizations that support the goal of increasing the participation of disabled Veterans and disabled members of the Armed Forces in Paralympic and adaptive sports.

The grantees are responsible for planning, developing, managing and implementing an integrated adaptive sports program for disabled Veterans and disabled members of the Armed Forces. This includes instruction, participation, and competition in adaptive sports; training and technical assistance to program administrators, coaches, recreational therapists, instructors, and other appropriate individuals; and coordination of athletes. It also includes athlete assessments, sport-specific training techniques, program development, and other activities related to the implementation and operation of the program.

Limitations on the use of administrative expenses are described in 38 U.S.C.
Part I, Chapter 5, Subchapter II, Section 521A d (4) and (5).
Applicant Eligibility:

The Secretary may award the grants to eligible entities with significant experience in managing large-scale adaptive sports programs, in order to plan, develop, manage, and implement programs to provide adaptive sports opportunities for disabled Veterans and disabled members of the Armed Forces. Partnerships are authorized between the recipient adaptive sports and organizations with significant experience in the training and support of disabled athletes and the promotion of disabled sports and local, regional, and national levels.

Beneficiary Eligibility:

In accordance with 38 U.S.C. Section 521A, awards will be made to eligible adaptive sports entities. In addition, partnership agreements may be developed by adaptive sports entities with organizations with significant experience in the

training and support of disabled athletes. The partnership agreements must be with organizations that are able to recruit, support, equip, encourage, schedule, facilitate, supervise, and implement the participation of disabled Veterans and disabled members of the Armed Forces.

Those eligible to apply include Paralympic Sport Clubs, colleges/ universities, Veterans Service Organizations (VSOs), Parks and Recreation Departments, hospitals, and community-based organizations. In addition, these organizations must also:

1. Serve disabled Veterans or disabled members of the Armed Forces or both. 2. Provide regular, frequent activity over an extended period of time (weeks or months) - one-time events will not be funded unless the event serves as a launching or focal point for ongoing adaptive sport programming. 3. Be designed for long-term sustainability.

4. Have specific objectives and measurable outcomes for participation, community involvement, publicity, skill progress and/or other factors. Credentials/Documentation:

Proof of the ability to perform the required assistance is required. Organizations must have significant experience in supporting disabled athletes, including the promotion of disabled sports at local and national levels. Preapplication Coordination:

The VA will publish, in the Federal Register, Grants.Gov, or authorized equivalent, a notice of fund availability, soliciting applications for the grant program and information on applications for requesting eligibility to receive grant funds. Application Procedures:

This program is excluded from coverage under 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Forms furnished by VA must be used for the program. Applications will only be accepted when received within the timeframe and meeting the requirements described in a notice of fund availability published in the Federal Register or equivalent.

Award Procedure:

Formal approval of the award of assistance is made by the Secretary of Veterans Affairs to the eligible adaptive sport entity. The applicable adaptive sport entity manages the awards program to include partnering entities, including Paralympic Sport Clubs, colleges/ universities, Veterans Service Organizations (VSOs), Parks and Recreation Departments, hospitals, and community-based organizations.

Range of Approval/Disapproval Time:

From 90 to 120 days.

Appeals:

The adaptive sports grant is a congressionally mandate to adaptive sports entities with significant experience in managing a large-scale adaptive sports program, and subject to compliance with accompanying guidelines including 2 CFR 200 and 38 CFR Part 77. The applicable adaptive sports entity manages the grant program in compliance with program directives.

Renewals:

The overarching adaptive sports grant program is dependent upon renewal
through the authorization process. Subject to the availability of funds, grants
may be renewed. Grantees would be required to submit a renewal application
within the time frame established in a notice of fund availability.

Reports:

Quarterly and annual financial and performance reports are required. In addition, an annual report to the Secretary of the VA is required no later than 60 days after the end of the fiscal year detailing the use of the grant funds including the number of Veterans who participated in the integrated adaptive sports programs, participant demographics, and the administrative expenses of the program. Audits:

In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503. In accordance with the provisions of OMB 2 CFR Chapter 1, Chapter II, Part 200, "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards," nonfederal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.

PROGRAM ACCOMPLISHMENTS:

Fiscal Year 2015: The VA Grants for Adaptive Sports Programs for Disabled Veterans and Disabled Members of the Armed Forces Program is very flexible in creating adaptive sports opportunities for disabled Veterans and disabled Servicemembers. In the past, the program has supported over 9,000 activities with over 16,000 unique Veteran participants in a year. Through technical assistance and events such as development of adaptive sports training and tools, the program created new partnerships and capabilities with nationwide implementation. Through initiatives working with national adaptive sport entities, the program established new comprehensive therapeutic links between the Veterans Health Administration and adaptive sport communities for treatment of Veterans with cognitive and physical disabilities.
