Mr. BORAH, from the Special Committee on Campaign Expenditures, submitted the following

REPORT

[Pursuant to S. Res. 248]

On June 3, calendar day of June 5, 1924, the Senate of the United States passed the following resolution:

Resolved, That a special committee of five Senators be elected forthwith to investigate and report to the Senate on December 5, 1924, the campaign expenditures made by or on behalf of, or in support of, or in opposition to, any and all candidates for President and Vice President and presidential electors and Senators of the United States Senate; the names of the persons, firms, or corporations contributing to the said candidate or candidates or their party committee or committees, or any other agency, the amounts contributed, pledged, loaned or otherwise made available for use, the method of expenditure of said sums, and all the facts in relation thereto not only as to the subscriptions of money and the expenditures thereof, but as to the use of any other means of influence, including the promise of patronage, and all other facts in relation thereto that would not only be of public interest but would aid the Congress in any necessary remedial legislation.

That said committee is hereby empowered to sit and act during the adjournment of Congress at such time and place as it may deem necessary; to require by subpoena, or otherwise, the attendance of witnesses, the production of books, papers, and documents; to employ stenographers at a cost of not exceeding 25 cents per hundred words. The chairman of the committee, or any member thereof, may administer oaths to witnesses. Subpoenas for witnesses shall be issued under the signature of the chairman or any member of the committee. Every person who, having been summoned as a witness by authority of said committee, willfully makes default, or who, having appeared, refuses to answer any question pertinent to the investigation heretofore authorized, shall be held to the penalties provided by section 102 of the Revised Statutes of the United States.

The expense thereof shall be paid from the contingent fund of the Senate on vouchers ordered by said committee, signed by the chairman thereof and approved by the Committee to Audit and Control the Contingent Expenses of the Senate.

That thereafter the following committee was appointed under the above resolution, to wit, William E. Borah, Wesley L. Jones, T. H. Caraway, Thomas F. Bayard, and Henrik Shipstead; that said committee held a number of hearings and had before it a great number of

witnesses and received and considered a large amount of testimony. both oral and written; that it began its hearings in the city of Chicago, Ill., on or about the 16th of October, 1924, and continued its hearings in said city for a number of days; said committee also held hearings in the city of Washington. That according to the facts developed at these hearings it appears the national Republican organization collected during and for the use of the presidential campaign of 1924 the sum of $4,360,478.82; that it expended about $4,270,469.01; that it returned to the States the sum of $573,599.20. The national Democratic organization collected during and for the use of the presidential campaign of 1924 the sum of $821,037.05; that it expended about $903,908.21; that it returned to the States the sum of $ The national Progressive organization collected during and for the use of the presidential campaign of 1924 the sum of $221,837.21; it expended about $221,977.58; that it returned to the States the sum of $

The committee has undertaken to select a list of those contributing $1,000 and upward. The list contributing to the national Republican organization $1,000 and upward is as follows:
