A communication from the Senate, by their clerk, was read as follows:

In Senate, December 18, 1899.

The Senate have passed House Bills entitled an act to empower the trustees of the Bell Home to receive land for the use of the said Bell Home, in the county of Westmoreland, Virginia, No. 21; an act to quiet the title to that certain lot in the city of Winchester, known as the Old Catholic Cemetery, and to provide for the removal of the remains interred therein and the sale of said lot, No. 33; and an act to repeal section 14 of an act of the General Assembly of Virginia, entitled an act to amend and re-enact an act for working and keeping in repair the roads of the county of Tazewell, approved February 24, 1888, and further to provide for permanent improvement of the roads in said county, approved February 29, 1892, as amended by an act approved February 12, 1894, No. 16. They have passed Senate bills entitled an act to amend the charter of the Leesburg and Point of Rocks Turnpike Company, and to confirm its title to certain road beds, No. 78; and an act to amend and re-enact section 9 of an act approved March 3, 1898, entitled an act to incorporate the Mutual Benefit Insurance Association of Virginia, so as to change the location of the principal office of the association, No. 85.

In which bills they request the concurrence of the House.

Nos. 78 and 85, Senate bills, were read twice and, on motions severally made, placed on the calendar.

The following House bills, reported from the Committee on Counties, Cities, and Towns were read a first time:

No. 56, House bill to amend an act entitled an act to regulate killing, capturing, hunting, buying, selling, or offering for sale partridges (or quail), wild turkeys, hares, robin red breast, and all native pheasants, in the county of Albemarle, and to prohibit the catching of the same in traps, or the destruction of eggs of the same in said county, approved January 25, 1898, and to apply the provisions of the same to the city of Charlottesville.

No. 57, House bill to authorize and empower the council of the town of Farmville to vacate so much of Spruce street as lies between High and Chambers street.

No. 58, House bill to amend and re-enact the fourth subdivision of section 834, Code of Virginia of 1897, as amended and re-enacted by an act approved March 3, 1898.

The following House bills, reported from the Committee on Propositions and Grievances, were read a first time :

No. 59, House bill to authorize and empower the Governor of Virginia to issue another grant to Wingfield Leggitt, on land office treasury warrant, No. 30,496, in lieu of the grant rescinded by this act.

No. 60, House bill to allow John W. Taylor to erect a wharf or pier on Watt's Bay, in Accomac county.

No. 61, House bill to amend and re-enact an act entitled an act to incorporate the Virginia Electrical Railway and Development Company, approved February 7, 1898, designated as chapter 212 of the Acts of 1897-98.

The following House bills were, on motion severally made by Messrs. POWELL, WHITEHEAD of Lee, NOTTINGHAM, GOAD, EMBREY, MADISON and JONES of Henrico, placed on the calendar:

The bills were read a first time.

No. 62, House bill to repeal an act entitled an act providing for the working, opening and keeping in repair the roads in the counties of Brunswick, Nottoway and Amelia, and for the building and keeping in repair the bridges in said counties, approved March 3, 1896, so far as it applies to the county of Brunswick, and to abolish the office of superintendent of roads and bridges for the said county of Brunswick created by said act.

No. 63, House bill to authorize the voters of the several districts of Lee county to vote upon the fence law.

No. 64, House bill to permit George F. Parramore to build a bridge across King's creek, in the county of Northampton.

No. 65, House bill to prevent the obstruction of streams and to promote the drainage of dams in the county of Bedford.

No. 66, House bill to authorize the city council of Fredericksburg to issue its coupon or registered bonds for the purpose of obtaining an electric plant for lighting the city.

No. 67, House bill to authorize the council of the city of Fredericksburg to apportion the expense of street and other local improvements between the city treasury and the real estate benefitted thereby.

No. 68, House bill to change the name of Newport News creek, located in the city of Newport News, and to call the same Newport

river.

No. 69, House bill for the issue of fifty thousand dollars of bonds. for the establishment and equipment of proper school buildings for the city of Newport News.

No. 70, House bill to incorporate Newport News Lodge B. P. O. E., No. 315.

No. 71, House bill to create Fairmount district in Fairfield magisterial district, in the county of Henrico; to provide for the establishment of a board of improvement commissioners; to empower them to make a special levy on the property of said Fairmount district, and to disburse same and road tax or levy made by the supervisors of Henrico county on the property of said Fairmount district; to prescribe the method whereby said funds shall come within their control, and to authorize and direct the use of said funds for lights, sewerage and other improvements of a public

nature.

The following bills were presented and referred under rule 37; To the Committe on General Laws.

By Mr. PATTERSON: A bill to change the name of the Title and Trust Company to "Southern Trust Company," and to amend and re-enact section 1 of an act to incorporate the Virginia Mercantile and Safe Deposit Company, of Richmond, Virginia, approved January 24, 1890, as amended and re-enacted by an act approved January 22, 1894.

By Mr. BLAND: A bill to regulate the employment of children in manufacturing establishments, and to give the Labor Commissioner, his assistants or deputies, power to enforce the same.

To the Committee on Counties, Cities and Towns:

By Mr. JONES of Henrico: A bill to amend section 1414, Code of Virginia, 1887, in relation to cemeteries in Henrico county, and giving the town of Barton Heights the authority to regulate by proper ordinances the burial of dead bodies in the cemeteries adjoining the town of Barton Heights and known as Hams, Cedarwood, Union Mechanic, Methodist, Ebenezer and Sycamore cemeteries.

By Mr. SETTLE: A bill for the relief of W. B. Kendell, a Confederate soldier, of Rappahannock county.

By Mr. JENNINGS: A bill for the relief of Mrs. Clay Mays, widow of Clay Mays, a Confederate soldier.

By Mr. ELLIS: A bill for the relief of I. A. W. Green, a Confederate soldier, of Lunenburg county.

By Mr. EMBREY: A bill to enable the city of Fredericksburg to enforce the collection of delinquent taxes and levies due on city, real estate, sold by the State and bought by the auditor for delinquent State taxes.

To the Committee on Privileges and Elections:

By Mr. POLLOCK: A bill to amend and re-enact section 10, of an act, entitled an act, to provide for a method of voting by ballot, approved March 6, 1894, as amended and re-enacted by an act approved March 4, 1896, as amended by an act approved March 3, 1898.

To the Committee on Asylums and Prisons:

By Mr. PRIDDY: A bill to authorize the superintendents of the State hospitals for the insane to grant furloughs to inmates thereof.

Mr. PATTESON moved that the Committee on Roads and Internal Navigation be discharged from the further consideration of House bill to amend and re-enact an act entitled an act to incorporate the Virginia Electrical Railway and Development Company, approved February 7, 1898, designated as chapter 212 of Acts of 1897-98; which motion was agreed to.

Mr. JONES of Isle of Wight, from the Committee on House Expenses, presented the following:

The Committee on House Expenses begs leave to report that under the resolution of the House to inquire into selection of place and cost of providing a coat and hat room, recommends the room to be located in the northeast corner of the rotunda of the capitol, and have received only one bid to provide same at a cost of $65. The said coat room will be of wire, and can be removed after the adjournment of the General Assembly.

The following House resolution:

Resolved, by the House of Delegates, That rule sixteen of the House of Delegates be amended by striking out after "fourth" the words "propositions and grievances," and inserting in lieu thereof the words "general laws."

Which had been previously offered by Mr. MCALLISTER, and read as prescribed by the rules of the House, came up and was agreed to.

The hour of 1 o'clock P. M. having arrived, being the time. fixed for the execution of the joint order which has for its object the election of a Senator from Virginia in the Congress of the United States,

Ordered, That Mr. DUKE inform the Senate that the House of

Delegates is ready on its part to proceed to the execution of the joint order.

A message was received from the Senate by Mr. MORRIS who informed the House of Delegates that the Senate was ready on its part to proceed to the execution of the joint order.

Mr. SAUNDERS nominated Thomas S. Martin, of the county of Albemarle, for Senator to represent this State in the Congress of the United States for the term of six years commencing on March 4th, 1901.

A message was received from the Senate by Mr. FLOOD who informed the House that Thomas S. Martin is the only person in nomination before the Senate.

Ordered, That Mr. DUKE inform the Senate that Thomas S. Martin is the only person in nomination before the House.

Mr. FEATHERSTON offered the following concurrent resolution: Whereas the Committee on Agriculture and Mining have unanimously reported to this body in favor of a bill so amending the law, which now requires a brand tax to be paid on fertilizers sold in this State, as to require a tonnage tax of fifteen cents per ton; now therefore be it

Resolved by the House of Delegates (the Senate concurring), That the operations of the existing law, requiring a brand tax on fertilizers be, and the same is hereby, suspended pending the consideration by the General Assembly of the said amended bill.

On motion of Mr. FEATHERSTON the resolution was placed on the calendar, and read a first time, No. 72.
