The bill being presently engrossed, Mr. HUTCHESON moved that it be read a second time this day; which was agreed to, two-thirds in the House so determining.

The bill was read a third time and passed.

Mr. HUTCHESON moved to reconsider the vote by which the bill was passed; which motion was rejected.

No. 10, House bill to amend and re-enact sections 24 and 25 of an act approved January 28, 1898, entitled an act to provide for the opening and working of roads, and to provide for the erecting and maintaining of bridges in the county of Culpeper, was read a second time and ordered to be engrossed.

The following Senate hills were read a third time and passed: No. 27, Senate bill to repeal an act entitled an act to provide for the working and keeping in repair the public roads and bridges in the county of Stafford, approved February 28, 1898.

No. 6, Senate bill to authorize the town of Berryville, Va., to borrow $25,000 to construct water works for said town.

No. 7, Senate bill to empower the town of Berryville, Virginia, to hold real estate for the purpose of constructing water works for said town, and to acquire and exercise jurisdiction over the same. Messrs. WARTHEN and GARNETT severally moved to reconsider the votes by which the bills were passed; which motions were rejected.

Mr. MCRAE moved to discharge the Committee on Propositions. and Grievances from further consideration of Senate bill No. 13, to amend and re-enact an act to require city and street railway companies to use vestibuled fronts on all cars run on their lines during the months of December, January, February and March of each year, approved February 1, 1898; which motion was agreed to.

On motion of Mr. MCRAE, the bill was placed on the calendar. A communication from the Senate by their clerk, was read as follows:

In Senate, December 11, 1899. The Senate has passed House bills entitled an act to authorize the board of supervisors of Alexandria county to borrow money by the issue of bonds to repair and improve and increase the public roads of said county, and to authorize the qualified voters of said county to vote on the question, No. 2; and an act to amend and re-enact an act approved February 17, 1898, entitled an act to convert the Lakeside Wheel Club from a joint stock company into a social corporation without stock; to extinguish the existing stock of said corporation; to declare those now entitled to membership to be members of said corporation; to continue and to validate the said corporation, its acts and contracts; to enlarge its powers and authorizing it to change its name to Lakeside Country Club, No. 5. They have passed Senate bill entitled an act authorizing the courts of this Commonwealth to require no security other than its own. obligation of the Lynchburg Trust and Savings Bank, when, under

the provisions of its charter, it is appointed by any such court, executor, administrator, guardian, committee, receiver, trustee or other fiduciary, No. 39.

In which bill they request the concurrence of the House.

No. 39, Senate bill authorizing the courts of this Commonwealth to require no security other than its own obligation of the Lynchburg Trust and Savings Bank, when, under its charter, it is appointed by any such court, executor, administrator, guardian, committee, receiver, trustee or other fiduciary, was read twice, and on motion of Mr. JENNINGS, placed on the calendar.

No. 16, House bill to repeal section 14 of an act of the General Assembly of Virginia entitled an act to amend and re-enact an act for working and keeping in repair the roads of the county of Tazewell, approved February 24, 1888, and further to provide for the permanent improvement of the roads in said county, approved February 29, 1892, as amended by an act approved February 12, 1894, reported from the Committee on Counties, Cities and Towns, was read a first time.

No. 31, Senate bill entitled an act to protect Mongolian and English pheasants in Rockbridge and Augusta counties, was reported from the Committee on Counties, Cities and Towns.

The following House bills, reported from the Committee on Propositions and Grievances, were read a first time:

No. 19, House bill to renew, re-enact and extend the charter of the Longdale Iron Company for the period of thirty years from the expiration thereof.

No. 18, House bill to amend and re-enact section 6 of an act entitled an act to incorporate the United Land and Investment Company, approved February 10, 1896.

No. 25, House bill to regulate the hunting or capturing of partridges (or quails) in the county of Princess Anne.

A message was received from the Senate by Mr. OPIE, who informed the House that the Senate had agreed to the following resolution:

Resolved (the House of Delegates concurring), That a joint committee, consisting of three from the Senate and five from the House, be appointed, whose duty it shall be to examine and enquire into the conduct, management and condition of the Confederate soldiers' home. For this purpose said committee is hereby empowered to send for persons and papers, to employ a clerk, if deemed by them necessary, and make report to their respective bodies. Said committee shall also report the contract between the State and R. E. Lee Camp, under which the Home is operated.

In which they request the concurrence of the House.
The resolution was agreed to.

No. 12, House bill to change the name of Christiansville magisterial district, in Mecklenburg county, to Chase City district, was read a second time, and ordered to be engrossed.
