Mr. FEATHERSTON offered the following resolution:

Resolved, (the Senate concurring) That in printing all bills hereafter introduced which are intended as amendments to the now existing laws, the words intended as the amendments shall be printed in italics; and to enable the committee to carry out the provisions. of this resolution the patron of the bill will indicate the words intended as amendments by underscoring them.

Which was agreed to.

Ordered that Mr. FEATHERSTON carry the resolution to the Senate and request their concurrence.

Mr. MATTHEWS offered the following resolution, which was agreed to:

Resolved, by the House of Delegates (the Senate concurring), That there be printed 1,000 copies of the Governor's message to the Assembly for the use of members of the two Houses.

Ordered that Mr. MATTHEWS carry the resolution to the Senate and request their concurrence.

Mr LYONS offered the following resolution:

Whereas, under the present method adopted in reference to printing the bills introduced in the House of Delegates, the members do not have an opportunity to investigate the various bills until they are placed on the calendar; now, therefore, be it

Resolved, That the clerk of the House be directed to have all bills introduced printed as soon after they are presented as possible, and a copy furnished to each member, as is done in the Virginia Senate.

Mr. TODD moved to lay the resolution on the table, which was agreed to.

Mr. NEWBERNE offered the following joint resolution in relation to urging the Government authorities to name a battleship Virginia : Resolved, by the House of Delegates of Virginia (the Senate concurring), that our Senators and Representatives in the Congress of the United States, be, and they are hereby, requested to urge the President and the Secretary of the Navy of the United States to name the next first-class battleship that is appropriated, for Virginia, in honor of our beloved State," The Mother of States and Statesmen."

Ordered that Mr. NEWBERNE carry the resolution to the Senate and request their concurrence.

Mr. HUBARD offered the following joint resolution, which was referred to the Committee on Asylums and Prisons:

Whereas for a number of years two hospitals sufficed for the adequate accommodation of all of the white insane of Virginia; and whereas, about fifteen years ago, a third hospital, in the Southwest, was built for like accommodation of the white insane; and whercas it is alleged that with the three said hospitals it is difficult to secure speedy admission for new patients in these institutions; and whereas there is no known cause for any increase of lunacy within the last fifteen years; and whereas it is believed that there has not been any increase in lunacy within that period; and whereas it is alleged that this accommodation of patients in the various hospitals may be due to a decrease in the per cent. of cure patients; and whereas suffering humanity is a question which touches every heart with sympathetic emotion; and whereas it is shocking and revolting that these poor unfortunates should have to remain in jail with criminals for any length of time awaiting admission; and whereas it has been the purpose of the Legislature, in making large annual appropriations, to provide for said unfortunates every comfort and care and the best medical skill possible; now, therefore, be it

Resolved by the House of Delegates (the Senate concurring), That a special committee of eight of investigation be appointed by the Speaker of the House and President of the Senate respectively-five on the part of the House and three on the part of the Senate--with power to send for persons and papers and make a full and complete investigation as to the cause and effect, and report.

Mr. PRICE moved to reconsider the vote by which the bill was passed, which motion was rejected.

Mr. Boaz moved to reconsider the vote by which the bill was passed; which motion was rejected.

The Senate have agreed to the House joint resolution in relation to the printing of bills.

They have agreed to a substitute for the House joint resolution requesting the President and Secretary of the Navy to name one of the new battleships "Virginia.”

They have passed House bills entitled an act to authorize the city of Winchester to increase its debt and to issue bonds, No. 3; an act to authorize the board of supervisors of Pulaski county to increase the salary of the county judge, No. 4; an act to change the name of the Petersburg Perpetual Building and Loan Company, and to amend and re-enact sections 1, 2, 4, 7, and 10, and to repeal sections 8 and 9 of au act approved May 10, 1887, entitled an act to incorporate the Petersburg Perpetual Building and Loan Company, and to add independent sections to the said act to confer additional powers upon the said company, No. 6.

They have passed Senate bills entitled an act to authorize the town of Berryville, Virginia, to borrow $24,000 to construct water. works for said town, No. 6; an act to empower the town of Berryville, Virginia, to hold real estate for the purpose of constructing water works for said town, and to acquire and exercise jurisdiction

over the same, No. 7; an act to repeal an act entitled an act to provide for the working and keeping in repair the public roads and bridges in the county of Stafford, approved February 28, 1898, No. 27; an act to protect Mongolian and English pheasants in Rockbridge and Augusta counties, No. 31.

In which substitute and bills they respectfully request the concurrence of the House.
