No. 40, Senate bill to amend and re-enact section 664 of Code of Virginia, in relation to redemption of delinquent lands purchased by the Commonwealth, was read a third time and passed-yeas, 71; nay, 1.

No. 426, Senate bill to authorize the heirs at law of Edgar Snowdon to redeem a tract in Fairfax county sold for taxes and levies assessed against Rebecca M. Plummer's trustee, and purchased by the Commonwealth, was read a third time and passed-yeas, 77.

Mr. RYAN moved to reconsider the vote by which the bill was passed; which motion was rejected.

Mr. BOAZ moved to discharge the Committee on Finance from further consideration of the bill to amend an act approved January 25, 1898, in relation to providing a roster of all ex-Confederate soldiers and sailors living in Virginia, and place the same on the calendar; which was agreed to.

Mr. Boaz moved to take up out of its order House bill No. 552, and give it its second reading this day; which was agreed to, twothirds in the House so determining.

No. 552, House bill to amend an act approved January 25, 1898, in relation to providing a roster of all ex-Confederate soldiers and sailors living in Virginia, was read a second time and ordered to be engrossed.

Mr. Boaz moved that the bill have its third reading this day; which was agreed to, two-thirds in the House so determining. The bill was read a third time and passed-yeas, 79.

Mr. Boaz moved to reconsider the vote by which the bill was passed; which motion was rejected.

Mr. MCRAE moved to take up out of its order House bill No. 523 to provide for the better enforcement and collection of the tax now imposed by law upon shares of stock in corporations and joint stock companies by requiring sworn lists of the stockholders of said corporations or companies resident in this State, to be filed with the Auditor of Public Accounts, and to direct the disposition of said lists and to prescribe penalties for the failure or refusal to file said lists, or the furnishing of a false list; which motion was agreed to. The bill was read a second time and ordered to be engrossed. Mr. MCRAE moved that the bill have its second reading this day; which was agreed to, two-thirds in the House so determining. The bill was read a third time and passed.

Mr. MCRAE moved to reconsider the vote by which the bill was passed; which motion was rejected.

The hour of 1 o'clock P. M. having arrived, the House proceeded to the consideration of House bill No. 252, to amend and re-enact section 666 of the Code of Virginia, as heretofore amended, in relation to sale of delinquent lands purchased in the name of the auditor.

Mr. ANDERSON offered a substitute bill, which was declared by the SPEAKER to be out of order.

On this point Mr. ANDERSON appealed from the decision of the Chair.

The vote being taken, the decision of the Chair was sustainedyeas, 49; nays, 24.

The Senate have passed House bills entitled an act to authorize the county court and board of supervisors of Page county to erect a monument to the Confederate dead of said county on the courthouse square, No. 478.

They have passed with a substitute to House bill entitled an act to amend and re-enact section 8 of an act approved March 6, 1890, as amended by an act approved February 14, 1898, of an act entitled an act to provide for the assessment of taxes on persons, property and incomes and on licenses to transact business, and imposing taxes thereon for the support of the government and public free schools, and to pay the interest on the public debt, and prescribing the mode of obtaining licenses to sell wine, ardent spirits, malt liquors, or any mixture thereof, in cases where a court certificate is required in relation to the tax on bonds, notes and other evidences of debt, and on stocks, and so as to impose a tax on ground rents as personal property, No. 141.

They have passed Senate bills entitled an act to amend and reenact section 4106 of the Code of Virginia, as amended and reenacted by an act approved February 23, 1894, as amended and reenacted by an act approved March 5, 1896, as amended and re-enacted by an act approved February 9, 1898, in relation to the jurisdiction of police justices and justices of the peace as to the trial of offenders in certain cases, No. 159; an act entitled an act to incorporate the Brunswick and Lunenburg Railroad Company, No. 444;

No. 466, Senate bill entitled an act to amend and re-enact section 11 of an act entitled an act to create the board of fisheries, define its duties and fix the salaries of its members, approved February 7,

1898.

No. 478, Senate bill entitled an act to authorize the board of fisheries, under certain conditions to compensate out of oyster fund certain planters for loss of oysters.

No. 467, Senate bill entitled an act to provide, that planters to whom natural oyster rocks have been assigned through mistake shall have a reasonable time to remove their planted oysters therefrom, &c.

No. 313, Senate bill entitled an act to amend and re-enact section 2086, of the Code of Virginia, as amended and re-enacted by an act entitled an act to amend and re-enact section 2086 of the Code of Virginia, as amended and re-enacted by an act approved February

18, 1890, in relation to fishing in the waters of the Commonwealth of Virginia, to provide for levying a tax on fishing devices, and to provide for collecting the same, approved March 3, 1898, and to extend the provisions of said act to include all the waters within the jurisdiction of the Commonwealth, was reported from the Committee on Chesapeake and its Tributaries, with amendments.

No. 65, Senate bill entitled an act to amend and re-enact section 3192 of the Code, as amended by an act approved February 17, 1898, entitled an act to amend and re-enact section 3192 of the Code of Virginia, in reference to who may practice law in this State, was reported from the Committee for Courts of Justice.

No. 459, Senate bill entitled an act for the relief of William H. Brauer, treasurer of Henrico county, was reported from the Committee on Finance.

No. 391, Senate bill entitled an act to amend and re-enact an act to incorporate the Danville and Riverside Railway Company, approved January 30, 1896.

No. 140, House engrossed bill to amend and re-enact an act approved March 3, 1898, entitled an act to prevent shooting or killing game at night in the counties of Charles City, Prince George, Henrico and James City, heretofore committed to the Committee on Counties, Cities and Towns, with Senate amendments, was reported back, with recommendation that the House agree to the amendments proposed by the Senate.

No. 160, House engrossed bill entitled an act to change the name of the Elizabeth Night Ferry Company to the Elizabeth River Ferry Company, and to amend and re-enact sections 1, 2 and 3 of an act entitled an act to incorporate the Elizabeth Night Ferry Company, approved January 15, 1896, with Senate amendment, was reported from the Committee on Roads and Internal Navigation, with the recommendation that the House agree to the amendment proposed by the Senate.

No. 367, House bill to regulate the schedule charges for selling loose tobacco on warehouse floors, heretofore committed to the Committee on Banks, Currency and Commerce, was reported back.

No. 342, House engrossed bill to allow C. W. Thomas, treasurer of the city of Roanoke, further time to collect certain tax tickets in his hands, heretofore committed to the Committee on Finance with. Senate amendments, was reported back, with recommendation that the House agree to the amendments proposed by the Senate.
