sufficient staff that you feel that you need to carry on that activity?

Mr. MORSE. The Office of Solar Applications presently has a staffing limit of 73. We are around 50 at present. Of those, one person devotes full time to the Federal buildings program. That person, Mr. William Lemeshewsky is in the market test and application branch. The branch chief also devotes a good bit of his time to the Federal buildings program. As you may or may not know, the organization was approved in the last few days. The union review has just been completed, which means that in the next day or so I will be allowed to place people within that organization. We will then be able to answer your question precisely. But that person who manages the Federal buildings program will be in a branch that includes the FPUP program, includes the remainder of the demonstration programs, will include other market development type programs. So I think you will see a dramatic change which will come about by placing the Federal buildings program in a branch of others doing related market-type activities; and then putting that branch in a market under the responsibility of a division director for market development. I think that will result in some significant changes and effectiveness of the management of that program.

Mr. OTTINGER. It would seem to me that you need a fairly substantial force to really be able to get solar applications and the audits accomplished for all the Federal buildings.

How many people do you need to do that job right?

Mr. MORSE. For the audit part, there is again additional staff available.

Mr. OTTINGER. You may furnish that for the record.

The question can be interpreted in two ways:

(1) The legislation provides that each Federal agency conduct its own preliminary energy audits on its buildings. DOE's role is to provide the provide the procedure for these audits and to aggregate the audit results into a single report to Congress. DOE has the capacity to satisfy the law within the limits of its existing resources. (2) If the question pertains to the staff resources required to conduct the audits themselves, the answer must come from the individual agencies whose buildings are under consideration.

Attached is a copy of the Office of Solar Applications as it currently exists. However, effective October 1, 1980, the Assistant Secretary for Conservation and Solar Energy assumed the responsibility for the complete solar program (heating and cooling of buildings, photovoltaics, wind, wood, biomass, etc.). The proposed re-organization of the solar programs should be approved shortly.

The Department of Energy (DOE) coordinates the auditing and solar program. No significant increase is needed for these activities. The auditing in solar application efforts will be done by other Federal Agency personnel in support of these DOE coordinated programs. I recommend that the buildings staff of other Federal agencies be reviewed to insure they are adequately staffed to handle this necessary workload.
