To provide for the renegotiation of contracts.

To authorize the payment by the Administrator of Veterans'
Affairs of a gratuitous indemnity to survivors of members of
the Armed Forces who die in active service, and for other
purposes.
To provide for the common defense and security of the United
States and to permit the more effective utilization of man-
power resources of the United States by authorizing universal
military training and service, and for other purposes.
Providing for United States participation in the celebration at
Philadelphia, Pa., of the one hundred and seventy-ifth anni-
versary of the signing of the Declaration of Independence.
To authorize the lease and purchase by the United States of the
Young Men's Christian Association Building and premises
in Phoenix, Ariz.

To provide appropriate lapel buttons for widows, parents, and
next of kin of members of the Armed Forces who lost or lose
their lives in the Armed Forces of the United States during
World War II or during the subsequent war or period of armed
hostilities in which the United States may be engaged.
To assist the provision of housing and community facilities and
services required in connection with the national defense.
To maintain the security and promote the foreign policy and
provide for the general welfare of the United States by fur-
nishing assistance to friendly nations in the interest of inter-
national peace and security.

To authorize payments by the Administrator of Veterans'
Affairs on the payment of automobiles or other conveyances
by certain disabled veterans, and for other purposes.
To amend the Public Health Service Act, as amended, so as to
provide for equality of grade, pay, and allowances between
certain officers of the Public Health Service and comparable
officers of the Army, and for other purposes.
