OPENING STATEMENT BY THE CHAIRMAN

Senator HOLLAND. The subcommittee will please come to order. The Subcommittee on Deficiencies and Supplementals will proceed to consideration of deficiency and supplemental requests for fiscal 1962 contained in House Documents 333, 355, 363, and 365.

Estimates totaling $547,902,000 were considered by the House committee and in reporting H.R. 11038, the second supplemental appropriation bill, 1962 (H. Rept. 1548), the House committee recommends appropriations in the amount of $431,807,000, a proposed reduction of $116,095,000 from the total requested for some 25 different departments and agencies.

In addition, Senate Document 83, dated April 3, includes requests in the amount of $17,600,000 for items not previously considered by the House.

We have set as the first item the requests coming from the Dep: ment of Agriculture, and I am going to ask Senator Russell to take

over.

Senator RUSSELL. No; I will not be able to remain, Senator. I have to leave in about 40 minutes. Please proceed.

Senator HOLLAND. The first witness, then, is Dr. M. R. Clarkson, Associate Administrator of the Agricultural Research Service.

At this point the justification and the appeal letter from the Assistant Secretary will be inserted in the record.
