PURCHASE OF LAND IN SOUTH DAKOTA FOR CAMP SITES OR RIFLE RANGES FOR THE NATIONAL GUARD OF THAT STATE

Mr. SHEPPARD, from the Committee on Military Affairs, submitted the following

REPORT

[To accompany S. 1752]

The Committee on Military Affairs, to which was referred the bill (S. 1752) to authorize an appropriation for the purchase of land in South Dakota for use as camp sites or rifle ranges for the National Guard of that State, having considered the same, reports favorably thereon with the recommendation that it do pass with the following amendment:

Line 10, at the end of the bill, strike out the words "War Department" and insert in lieu thereof "National Guard."

A similar bill was reported favorably by your committee and passed by the Senate in the Seventy-first Congress, but failed of action in the House. The committee's report on that bill is made a part of this report and reads as follows:

The purpose of this bill is to authorize an appropriation of not to exceed $14,000 for the purchase of camp sites or rifle ranges for use of the National Guard in the State of South Dako'a.

Following is a letter from the Acting Secretary of War to the chairman of the Senate Committee on Military Affairs in which he expresses approval of the bill and setting forth the fact that the State of North Dakota is in need of a suitable target range:

DEAR SENATOR REED: Careful consideration has been given to the bill (S. 3016) to authorize an appropriation for the purchase of land in South Dakota for use as camp sites or rifle ranges for the National Guard of said State, which was transmitted to the War Department under date of January 10, 1930, with a request for the views of the department relative thereto.

There is no provision of existing law authorizing the purchase of a target range for the National Guard of South Dakota.

The National Guard of the State of South Dakota is in need of a suitable target range. Under authority of the act making appropriations for the support of the Army for the fiscal year 1918 (40 Stat. 40, 67), the target range at Lake Kampeska, S. Dak., was sold in 1921 for $13,267.80, which sum was deposited in the Treasury as a credit to the fund, “Arming, equipping, and training of the National Guard." The proceeds from the sale were not used to purchase another target range, but lapsed and were covered into the Treasury, and are no longer available for any purpose.

The sum of money proposed to be authorized in S. 3016 is approximately that which was derived from the sale of the Lake Kampeska target range, from which the National Guard of South Dakota has received no benefit.

The War Department favors the passage of the proposed legislation.

Mr. VANDENBERG, from the Committee on Commerce, submitted the following

REPORT

[To accompany H. R. 483]

The Committee on Commerce, to whom was referred the bill (H. R. 483) to amend the act of March 2, 1897, authorizing the construction and maintenance of a bridge across the St. Lawrence River, having considered the same, report favorably thereon and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of State and War and Agriculture, as will appear by the annexed House of Representatives Report No. 287, which is made a part of this report, together with supplemental exhibits which appear to remove prior partial objections originally urged against the measure.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 483) to amend the act of March 2, 1897, authorizing the construction and maintenance of a bridge across the St. Lawrence River, having considered the same, report thereon with a recommendation that it pass.

Hon. Bertrand H. Snell, who introduced this bill, has submitted the following information with reference thereto:

MY DEAR COLLEAGUE: H. R. 483 introduced by me is for the purpose of amending the act of March 2, 1897, authorizing the construction and maintenance of a bridge across the St. Lawrence River.

The only changes in the act are on pages 2 and 3.

The amendment is in lines

23, 24, 25, page 2, and lines 1 and 2, page 3, down to and including the word "lease." This is the only change from the original act.

The National Guard of the State of South Dakota is in need of a suitable target range. Under authority of the act making appropriations for the support of the Army for the fiscal year 1918 (40 Stat. 40, 67), the target range at Lake Kampeska, S. Dak., was sold in 1921 for $13,267.80, which sum was deposited in the Treasury as a credit to the fund, "Arming, equipping, and training of the National Guard."
