William Robert Smith Memorial Association of El Paso, Tex., to construct a memorial in honor of William Robert Smith, former Member of Congress from the sixteenth district of Texas."

The erection of a suitable tablet in memory of Mr. Smith seems a fitting tribute to one who rendered such distinguished service while in Congress in connection with the legislation authorizing the construction of the Elephant Butte Reservoir and who after his termination of service in Congress continued to show such a lively interest in the Rio Grande project and in irrigation in the Southwest. The Committee on Commerce, to whom was referred the bill (S. 2388) to extend the times for commencing and completing the construction of a bridge across the French Broad River on the proposed Morristown-Newport Road between Jefferson and Cocke Counties, Tenn., have considered the same and report thereon with an amendment, and as so amended, recommended that the bill do pass.

The bill thus amended has the approval of the Departments of War and Agriculture, as will appear by the annexed communications; the amendment referred to therein having been incorporated in the bill as reported, and which is as follows:

Line 9: strike out "January 31, 1931", and insert in lieu thereof, "February 6, 1932."

Amend the title so as to read:

A bill to extend the times for commencing and completing the construction of a bridge across the French Broad River on the proposed Morristown-Newport Road between Jefferson and Cocke Counties, Tennessee.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (S. 2388, 72d Cong., 1st sess.) to extend the times for commencing and completing the construction of a bridge across the French Broad River on the proposed Morristown-Newport Road between Jefferson and Cocke Counties, Tenn., if amended as indicated in red thereon.

DEAR SENATOR: Receipt is acknowledged of your letter of December 24. transmitting a copy of a bill (S. 2388) with the request that the committee be furnished with such suggestions touching its merits and the propriety of its passage as the department might deem appropriate.

This bill would extend for one and three years, respectively, from January 31, 1931, the times for commencing and completing the construction of a bridge across the French Broad River on the proposed Morristown-Newport Road, between Jefferson and Cocke Counties, Tenn., authorized by act of Congress approved February 6, 1931, to be built by the Tennessee highway department. It is suggested that the intent of the bill probably was to make such extension of time from January 31, 1932, for the reason that any extension from January 31, 1931, will very soon expire in so far as the time allowed for the commencement of construction is concerned.

The location indicated for the proposed bridge is on the system of Federal-aid highways approved for Tennessee and is embraced within the termini of Tennessee Federal-aid project No. 232. Favorable action on the bill is recommended. Sincerely,

The Committee on Commerce, to whom was referred the bill (S. 2389) to extend the times for commencing and completing the construction of a bridge across the French Broad River on the Dandridge-Newport Road, in Jefferson County, Tenn., have considered the same and report thereon with an amendment, and as so amended recommend that the bill do pass.

The bill thus amended has the approval of the Departments of War and Agriculture, as will appear by the annexed communications, the amendment referred to therein having been incorporated in the bill as reported, and which is as follows:

Line 10, strike out "January 31, 1931", and insert in lieu thereof, "the date of approval hereof."
