This bill would authorize the Highway Department of South Carolina to construct, maintain, and operate a bridge and approaches thereto across the Waccamaw River, near the city of Conway. The location indicated for the proposed bridge is on the system of Federal-aid highways approved for the State of South Carolina.

The bill is without objection so far as this department is concerned.

The Committee on Commerce, to whom was referred the bill (S. 1291) to extend the times for commencing and completing the construction of a bridge across the Choctawhatchee River, near Freeport, Fla., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed communications.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (S. 1291, 72d Cong., 1st sess.) to extend the times for commencing and completing the construction of a bridge across the Choctawhatchee River, near Freeport, Fla. DEAR SENATOR: Receipt is acknowledged of your letter of December 18, transmitting a copy of a bill (S. 1291) with request that the committee be furnished with such suggestions touching its merits and the propriety of its passage as the department might deem appropriate.

This bill would extend for one and three years, respectively, from the date of its approval, the times for commencing and completing the construction of a bridge across the Choctawhatchee River, near Freeport, Fla., authorized by act of Congress approved June 18, 1930, to be built by the State road department of Florida. The location indicated for the proposed bridge is not on the system of Federal-aid highways approved for Florida. The bill is without objection so far as this department is concerned.

The Committee on Commerce, to whom was referred the bill (S. 2317) granting the consent of Congress to the State of Michigan and Berrien County, or either of them, to construct, maintain, and operate a bridge across the St. Joseph River, having considered the ame, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed communications.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (S. 2317, 72d Cong., 1st sess.), granting the consent of Congress to the State of Michigan and Berrien County, or either of them, to construct a bridge across the St. Joseph River.

The navigable portion of the St. Joseph River, however, lies wholly within the limits of the State of Michigan, and the proposed bridge can consequently be authorized by State law and duly constructed provided the plans are submitted to and approved by the Chief of Engineers and by the Secretary of War before construction is commenced, in conformity with the Federal law contained in section 9 of the river and harbor act of March 3, 1899. The enactment of this measure therefore appears to be unnecessary.

This bill would authorize the State of Michigan and Berrien County, Mich., or either of them, to construct a bridge and approaches thereto across the S. Joseph River at or near St. Joseph, State of Michigan. The location indicated for the proposed bridge would be on route 2 of the Michigan system of Federalaid highways which passes through St. Joseph and crosses the St. Joseph River at that point. Favorable action on the bill is recommended.
