BRIDGE ACROSS ST. FRANCIS RIVER AT OR NEAR MADISON, ARK.

Mr. VANDENBERG, from the Committee on Commerce, submitted the

REPORT

[To accompany H. R. 9264]

The Committee on Commerce, to whom was referred the bill (H. R. 9264) to extend the times for commencing and completing the construction of a free highway bridge across the St. Francis River at or near Madison, Ark., on State Highway No. 70, having considered the same, report favorable thereon and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed House of Representatives Report No. 614, which is made a part of this report.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 9264) to extend the times for commencing and completing the construction of a free highway bridge across the St. Francis River at or near Madison, Ark., on State Highway No. 70, having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Page 1, line 5, after the word "River," strike out the words "at a point suitable to the interests of navigation,".

Line 7, after the word "be" strike out the words "constructed, maintained, and operated" and insert the word "built” in lieu thereof.

Line 10, after the word "hereby" strike out the word "further".

Line 11, after the word "from" strike out the words "such date" and insert the date "March 3, 1932," in lieu thereof.

After line 11 add the following as a new section:

"SEC. 2. The right to alter, amend, or repeal the act is hereby expressly reserved."

would assign, without cost, all of its rights under the authorization to whatever board is set up by the State for the purpose of constructing and operating the bridge. On the basis of this information the department, under date of February 2, 1931, withdrew previous objections made to your committee in reporting on H. R. 14452, then pending to provide for extending the times for commencing and completing the construction of the bridge, respectively, from March 4, 1931. For the same reasons, the pending bill to extend the times for commencing and completing the bridge is without objection.

AN ACT Granting the consent of Congress to the Arkansas State Highway Commission to construct, maintain, and operate a free highway bridge across the Saint Francis River at or near Madison, Arkansas, on State Highway Numbered 70

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the Arkansas State Highway Commission and their successors and assigns to construct, maintain, and operate a free highway bridge and approaches thereto across the Saint Francis River, at a point suitable to the interests of navigation, at or near Madison, Arkansas, on State Highway Numbered 70, in accordance with the provisions of an act entitled "An act to regulate the construction of bridges over navigable waters," approved March 23, 1906, and subject to the conditions and limitations contained in this act.

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved. Approved, March 3, 1931.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill H. R. 9264, Seventy-second Congress, first session, to extend the times for commencing and completing the construction of a free highway bridge across the St. Francis River at or near Madison, Ark., on State Highway No. 70, if amended as indicated in red thereon.

DEAR MR. RAYBURN: Careful consideration has been given to the bill H. R. 9264, transmitted with your letter of February 13 with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill proposes to extend the times for commencing and completing the construction of the bridge across the St. Francis River at or near Madison, Ark., authorized by act of Congress approved March 3, 1931, to be constructed by the Arkansas Highway Department. However, the bill does not state clearly the date from which the proposed extension of time shall run. It probably was the intent of the bill to provide for extending the times for commencing and completing the construction of such bridge for one and three years, respectively, from March 3, 1932, and it may be that the committee will wish to amend the bill in this respect before acting thereon.

The location of the proposed bridge is on the system of Federal-aid highways approved for Arkansas and is included within the termini of Arkansas Federalaid project No. 258. Favorable action on the bill is recommended.

R. 9266) to extend the times for commencing and completing the construction of a bridge across the St. Francis River at or near Lake City, Ark., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed House of Representatives Report No. 615, which is made a part of this report.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 9266) granting the consent of Congress to the State of Arkansas, through its State highway department, to construct, maintain, and operate a free highway bridge across St. Francis River at or near Lake City, Ark., on State Highway No. 18, having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Strike out all after the enacting clause and insert the following in lieu thereof: "That the times for commencing and completing the construction of a bridge across the Saint Francis River, at or near Lake City, Arkansas, on State Highway Numbered 18, authorized to be built by the State of Arkansas, through its State highway department, by an act of Congress approved June 30, 1930, are hereby extended one and three years, respectively, from the date of approval hereof. "SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved."

Amend the title so as to read:

"A bill to extend the times for commencing and completing the construction of a bridge across the St. Francis River at or near Lake City, Ark."
