Mr. VANDENBERG, from the Committee on Commerce, submitted the

REPORT

[To accompany H. R. 8379]

The Committee on Commerce, to whom was referred the bill (H. R. 8379) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near Arrow Rock, Mo., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed House of Representatives Report No. 608, which is made a part of this report.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 8379) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near Arrow Rock, Mo., having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Page 1, line 6, after the word "Company," strike out the words "a corporation".

Strike out all of line 7.

The act of Congress referred to in the bill is as follows:

AN ACT Authorizing the construction of a bridge across the Missouri River near Arrow Rock, Missouri

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted to the Saint Louis-Kansas City Short Line Railroad Company, a corporation of the State of Missouri, and their successors and assigns, to construct, maintain,

and operate a bridge and approaches thereto across the Missouri River, at a point suitable to the interests of navigation, at or near the town of Arrow Rock, in the State of Missouri, in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable waters,” approved March 23, 1906.

SEC. 2. That the right to alter, amend, or repeal this act is hereby expressly reserved.

Hon. Clarence Cannon, who introduced the bill, has submitted the following information with reference thereto:

DEAR MR. CANNON: Replying to the letters of January 30, from the Committee on Interstate and Foreign Commerce, the following information is respectfully furnished:

The parties at interest in the construction of the short line of railway from St. Louis to Kansas City have expended upon the enterprise to the present time the sum of $265,000 in acquiring rights of way and in making surveys which are now completed and which reduces the distance from St. Louis to Kansas City to 236 miles, upon which can be had the low grade of seven-tenths of 1 per cent (7/10 of 1 per cent), the present railway distance being 278 miles.

To attain the above short distance at such a low grade it is necessary to cross the Missouri River twice at the points indicated in H. R. 8379, H. R. 8394. These two points were finally decided upon after consultation with the United States Engineer Office, Postal Building, Kansas City, Mo.

DEAR MR. RAYBURN: Careful consideration has been given to the bill, H. R. 8379, transmitted with your letter of January 26 with request for a report thereon and such views relative thereto as the department might desire to communicate. This bill would extend for one and three years, respectively, from March 2, 1932, the times for commencing and completing the construction of the bridge across the Missouri River at or near Arrow Rock, Mo., authorized by act approved March 2, 1929, to be built by the St. Louis-Kansas City Short Line Railroad Co. The bill relates to a railroad bridge and is without objection so far as this department is concerned.

R. 8394) to extend the times for commencing and completing the construction of a bridge across the Missouri River at or near St. Charles, Mo., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed House of Representatives Report No. 609, which is made a part of this report.

point about four miles south of west of the city of Saint Charles, in the county of Saint Charles, Missouri, to a point in Saint Louis County in said State, in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable waters," approved March 23, 1906.

SEC. 2. That the right to alter, amend, or repeal this act is hereby expressly reserved.
