Mr. MCGILL, from the Committee on Agriculture and Forestry, submitted the following

REPORT

[To accompany S. 266]

The Committee on Agriculture and Forestry, to whom was referred the bill (S. 266) to provide for an investigation and report of losses resulting from the campaign for the eradication of the Mediterranean fruit fly, having considered the same, report it back to the Senate and recommend that the bill do pass, as amended.

AMENDMENTS

Page 2, line 11, after the word "State" strike out the semicolon and the remaining part of line 11, all of lines 12, 13, 14, 15, and all in line 16 up to but not including the word "and

Page 2, line 16, strike out "(4)" and insert in lieu thereof "(2)”. Page 2, line 17, strike out the word "February" and insert in lieu thereof the word "October".

Page 2, line 18, insert a colon after the second word, "survey", and strike out the remaining part of line 18.

Page 2, line 19, strike out the word "losses:"

Page 2, line 22, strike out "March 1" and insert in lieu thereof "December 12".

Page 3, line 15, strike out "50,000" and insert in lieu thereof "$10,000".

PROVISIONS OF THE BILL

The bill, as amended, provides for the creation of a board of five individuals to conduct an investigation and survey of losses sustained by growers and farmers in Florida as a result of the campaign waged to eradicate the Mediterranean fruit fly.

Under the provisions of the bill the board thus created must file its report with the Secretary of Agriculture not later than October

15 of this year. The Secretary of Agriculture in turn would be required to file a copy of the report with Congress not later than December 12, 1932.

The report and finding is intended to serve only as information. The bill does not authorize the board to receive claims for losses sustained. All language in the bill as originally drafted that might tend to bind the Government to repay the losses has been eliminated. The sum of $10,000 is authorized to be appropriated for the purpose of carrying out the provisions of the act.

The Committee on Commerce, to whom was referred the bill (S. 3836) to authorize the construction of a temporary railroad bridge across Pearl River at a point in or near the northeast quarter section 11, township 10 north, range 8 east, Leake County, Miss., have considered the same and report thereon with an amendment, and as so amended recommend that the bill do pass.

The bill thus amended has the approval of the Departments of War and Agriculture, as will appear by the annexed communications, the amendment referred to therein having been incorporated in the bill as reported, and which is as follows:

Line 6, strike out the word "northwest", and insert in lieu thereof the word "northeast".

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (S. 3836, 72d Cong., 1st sess.) to authorize the construction of a temporary railroad bridge across Pearl River at a point in or near the northeast quarter section 11, township 10 north, range 8 east, Leake County, Miss. A minor change in section 1 of the bill has been indicated in red thereon.

This bill would authorize the Pearl River Valley Lumber Co. to construct a temporary railroad bridge across the Pearl River at a point in or near the northwest quarter section 11, township 10 north, range 8 east, Leake County, Miss. The bill relates to a railroad bridge and is without objection so far as this department is concerned.
