So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 8171, 72d Cong., 1st sess) granting the consent of Congress to the State of Illinois to construct a free highway bridge across the Kankakee River at Momence, in Kankakee County, State of Illinois.

DEAR MR. RAYBURN: Careful consideration has been given to the bill H. R. 8171, transmitted with your letter of January 22, 1932, with request for a report thereon and such views relative thereto as the department might desire to communicate.

This bill would authorize the State of Illinois to construct, maintain, and operate a free highway bridge and approaches thereto across the Kankakee River at Momence, Ill., in township 31 north, between section 24, range 13 east, and section 19, range 14 east, third principal meridian. The location indicated for the proposed bridge is on the system of Federal aid highways approved for Illinois. Favorable action on the bill is recommended.

The Committee on Commerce, to whom was referred the bill (H. R. 8238) to extend the times for commencing and completing the construction of a free highway bridge across the Fox River at Algonquin, in McHenry County, State of Illinois, having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed House of Representatives Report No. 385, which is made a part of this report.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 8238) to extend the times for commencing and completing the construction of a free highway bridge across the Fox River at Algonquin, in McHenry County, State of Illinois, having considered and amended the same, report thereon with a recommendation that it pass.

Amend the bill as follows:

Page 1, line 4, after the word "of" strike out the word "the" and insert the word "a" in lieu thereof, line 6, after the word "by" strike out the word "the" and insert the word "an" in lieu thereof; line 8, strike out the figures "1931" and insert the figures "1932" in lieu thereof.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

This bill would extend for one and three years, respectively, from February 13, 1931, the times for commencing and completing the construction of the free highway bridge across the Fox River at Algonquin, McHenry County, Ill., authorized by the act of Congress approved February 13, 1931, to be built by the State of Illinois. The location of the proposed bridge is on the system of Federal-aid highways approved for the State of Illinois. Favorable action on the bill is recommended.

AN ACT Granting the consent of Congress to the State of Illinois to construct, maintain, and operate a free highway bridge across the Fox River at Algonquin, in McHenry County, State of Illinois

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the consent of Congress is hereby granted the State of Illinois to construct, maintain, and operate a free highway bridge and approaches thereto across the Fox River, at a point suitable to the interests of navigation, at Algonquin, Illinois, in section 34, township 43 north, range 8 east, third principal meridian, in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable water," approved March 23, 1906.

SEC. 2. That the right to alter, amend, or repeal this act is hereby expressly reserved.

R. 8324) granting the consent of Congress to the State of Illinois to construct, maintain, and operate a free highway bridge across Rock River at Byron, in Ogle County, State of Illinois, having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed House of Representatives Report No. 387, which is made a part of this report.

The location indicated for the proposed bridge is not on the system of Federal-aid highways approved for Illinois. However, the bill is without objection so far as this department is concerned.
