Mr. WALCOTT, from the Special Committee on Conservation of WildLife Resources, submitted the following
The Special Committee on Conservation of Wild-Life Resources to whom was referred the bill to insure adequate supplies of wild life, plant and animal, including forests, fish and game, for the people of the United States; to secure the correlation and most economical conduct of wild-life research and restocking and the elimination of duplication of effort and expense between the several departments of the Federal Government having to do with the same; to promote the development and extension of experimental stations for breeding; to promote studies of diseases and other factors limiting the natural supply, and for other purposes, having considered the same report there on with the recommendation that the bill do pass with the following amendment:
Strike out in section 3, paragraph B, the following words at the end of the paragraph, "under such laws or regulations as may be in effect after the passage of this act on public lands adjoining such impounded waters" and insert in lieu thereof, the following "until such rights and privileges are annulled or modified by laws enacted subsequent to the passage of this act."
This bill is designed to meet an emergency. Your committee therefore earnestly recommends its early consideration and adoption. It does not carry an appropriation; it utilizes existing executive agencies of the Government in a most necessary coordination of Federal effort to preserve and increase our natural wild life resources. Your committee during the congressional recess held hearings and made investigations in various sections of our country. We had the cooperation and active assistance of the executive heads of departments affected by this measure and they are in agreement as to its necessity and advantages.
Voluntary coordination is inefficient, wasteful, and frequently fails through lack of understanding and information. This bill will secure
