The special subcommittee met, pursuant to notice, at 9:30 a.m., in room 4232, New Senate Office Building, Senator Edward M. Kennedy (chairman of the special subcommittee) presiding. Present: Senators Kennedy of Massachusetts (presiding) and Pell. Senator KENNEDY of Massachusetts. The subcommittee will come to order. We begin today the first Senate hearings since 1950 devoted to a broad review of the National Science Foundation Act. I hope that the hearings will give us the base of information we in the Senate need if we are to streamline and modify the act to assure its continued participation in the forward march of American science. For two consecutive years the House of Representatives has passed legislation amending the National Science Foundation Act. We have before us H.R. 5404 which passed the House last April 12. We also have before us S. 2598, which I introduced last month. It is different from the House bill, and I hope that these differences provoke discussions by our witnesses on the resolution of them. I want to acknowledge at this point the appointment of this subcommittee by Chairman Lister Hill. He has a deep personal interest in this specific legislation, as he does in the general subject we are considering this morning. The membership includes Senator Claiborne Pell of Rhode Island and Senator Robert Griffin of Michigan, both of whom have shown a significant interest in the National Science Foundation, as well as the scientific community generally.
