EDUCATION LEGISLATION, 1967

SUBCOMMITTEE ON EDUCATION OF THE

COMMITTEE ON LABOR AND PUBLIC WELFARE,

Washington, D.C. The subcommittee met, pursuant to notice, at 10:55 o'clock a.m., in room 4232, New Senate Office Building, Senator Jennings Randolph, presiding pro tempore.

Present: Senators Randolph (presiding pro tempore) and Kennedy of New York.

Committee staff present: Charles Lee, professional staff member; and Roy Millenson, minority clerk.

Senator RANDOLPH. Good morning, ladies and gentlemen. Our hearing will now begin. First, I shall present a statement for the chairman of our Subcommittee on Education, Senator Morse. Then the subcommittee will counsel on matters of interest to us with the aid of Senators Nelson and Kennedy of Massachusetts.

"We are considering," says Senator Morse, "two measures: Senate 382 introduced by Senator Church on January 17, relative to changes he desires to have made in the provisions of Public Law 874 which he feels would strengthen the program and remove inequities in the existing language. He believes that existing language is detrimental to the program in Idaho. His distinguished colleague, Senator Jordan of that State, joins him in presenting this bill.

"We also have senatorial and administration witnesses appearing on those sections of S. 1125, the elementary and secondary education amendments of 1967, which pertain to the further amendment of and the further extension of the Teachers Corps. We will have further testimony taken in the future in connection with this aspect of the legislation.

"The testimony today will have to do with the Teachers Corps provisions and we shall call on administration witnesses to also present testimony on S. 382. Senators Jordan and Church will present statements that will be incorporated in the hearing record on this legislation. We will also have the opportunity to direct to Assistant Commissioner Lillywhite of the Office of Education, questions with regard to technical amendments to the School Disaster Act, its further extension and in addition we will ask him to address himself to the problems created by the expiring temporary provisions of Public Law 815."

These provisions are those covering the "B" category children. If they expire on June 30, then there are certain situations that will in all probability develop if that should happen.

At this point for Senator Morse, I would like to have the hearing
record include the text of both bills under consideration, other measures
relating to elementary and secondary education, and to impacted areas
legislation. We also have certain explanatory memoranda for the sub-
committee's use, such as the bill text, section-by-section analyses, and
the Cordon rule comparisons that are appropriate, and we will include
those at this point.
