FOREWORD On June 24, 1982, the Committee on Agriculture, Nutrition, and Forestry reported to the Senate H.R. 6590, the No Net Cost Tobacco Program Act of 1982, without a written report. No report was filed because of the need to consider the bill as quickly as possible.
