The subcommittee met pursuant to notice, at 10 a.m., in room 318, Russell Senate Office Building, Senator Claiborne Pell (chairman of the subcommittee) presiding. Present: Senators Pell and Javits. Senator PELL. The Subcommittee on Education, Arts and Humanities will come to order. Today the subcommittee is exercising its oversight responsibilities in the field of student financial aid. The primary purpose for this hearing is to consider the changes proposed by the Department of Health, Education, and Welfare to the schedule of expected family contributions for the basic educational opportunity grant program, a program of which I was the principal author. It is this schedule which determines how a student's family income and assets will be analyzed so that an estimate of his family's ability to contribute to his postsecondary education can be determined. Therefore, it is obvious that the contents of the schedule, and the weight given to each, can be vitally important to a student. They determine the size of the basic grant he will finally receive. Under the law, the Department must submit the schedule to the Congress, which has the authority to disapprove it. This hearing will provide the basis for the Senate's judgment. Our first witness will be Dr. Leo Kornfeld, Deputy Commissioner of Education for Student Financial Assistance, who will explain the Department's proposed changes. This is Dr. Kornfield's first appearance before the subcommittee as head of the newly created Bureau of Student Financial Assistance, and I am sure that the subcommittee will also be interested in a progress report on the development and organization of that Bureau, which brings together all student aid programs in the Office of Education, together with others, such as health professions loans, for the first time. Finally, I am certain that there will be questions for Dr. Kornfeld or other departmental witnesses on the current status of enforcement of the so-called "5 percent rule" regarding eligibility of proprietary institutions to participate in the student aid programs.
