LEGISLATION AFFECTING VETERANS ENACTED BY THE 88TH

CONGRESS, 1963-64

CHAPTER I. INTRODUCTION

The main purpose of this report is to provide a comprehensive record of legislation enacted by the 88th Congress (1963-64) concerning veterans' affairs. Because of the diverse nature of subjects which constitute the general term "veterans' affairs," bills in this field fall under the jurisdiction of several Senate committees, although they are primarily referred to the Senate Committee on Labor and Public Welfare and the Senate Committee on Finance. For this reason, this report assembles all of these laws into one complete volume, whether the bills affect pensions, hospitals, education, or dual compensation. In brief, what is presented here is a panoramic view of the many highly diversified measures involving veterans' affairs, which were considered and reported by the several Senate committees concerned, and subsequently signed into law.

Besides giving the texts of the legislative enactments, the report presents digests of these laws, the legislative history of their enactment, and the background needed to clarify their purpose. Because of the technical nature of many of these laws, it was thought useful to include this background material for a better understanding of the reasons necessitating their passage, as well as a more thorough explanation of the legislative intent of these proposals.
