DEAR SENATOR Hill: I have the pleasure of transmitting to you a detailed and comprehensive report entitled “Legislation Affecting Veterans Enacted by the 88th Congress.” The impressive record presented in this volume stands as a tribute to you as chairman of the Committee on Labor and Public Welfare. It is only through your interest and cooperative efforts that so much has been accomplished for this Nation's veterans.

This report was prepared at my request by the staff of the Subcommittee on Veterans Affairs based on original research done by the Legislative Reference Service of the Library of Congress. The report presents the texts of 30 laws affecting veterans passed by the 88th Congress, including those reported by the Committee on Labor and Public Welfare, as well as those reported by the Committee on Finance, Committee on Banking and Currency, Committee on Government Operations, and Committee on Post Office and Civil Service, with digests, legislative histories, and selected background material on this legislation.

This compilation should prove of great value to all those concerned with the welfare of American veterans members of the House and Senate and their staffs, the Veterans' Administration and other interested Federal agencies, veterans' organizations and their members, as well as other individuals and groups having an interest in veterans' affairs, since it gathers all the varied and numerous veterans' laws into a single volume, together with explanatory material.
