"This is made up of 3 programs involving remission of fees at State institutions." This is actually 3 separate programs, the first of which, the foreign students scholarships, was started in 1946, the 2d program, the Alaska-Hawaii fee-remission program, was started in 1949. It will be discontinued Sept. 1, 1965, at which time students from Alaska and Hawaii will be given the same privilege as students from other States. The 1963
