The title authorizes funds for elementary and secondary education programs to be appropriated one year in advance of the year in which they will be obligated. The House recedes.

If, during the last year of the authorization of a program, Congress has not passed or formally rejected an extension of the authorization of that program, the authorization is automatically extended for one year for the purposes of permitting advanced appropriations to be made during that year. The Senate recedes on this point.

Provision is made for grants or payments to educational institutions or agencies on the basis of academic years when such years are different from fiscal years. The House recedes.

To provide a comprehensive program of employment services and opportunities for middle-aged and older Americans.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Middle-Aged and Older 4 Workers Full Employment Act of 1968".
