Senator HILL. I have received a letter from the Association of State and Territorial Health Officers urging the appropriation of the full amounts authorized annually for hospital construction-$150 million under part C, and $70 million under part G. The letter will be placed in the hearings at this point.

DEAR SENATOR HILL: The Executive Committee of the Association of State and Territorial Health Officers has reviewed the appropriation requests for the Public Health Service for fiscal 1963. By unanimous action, specific recommendations were made relative to the Hill-Burton program of hospital construction which I would like to bring to your attention.

The association is distressed at the reduced appropriations for the HillBurton program of hospital construction. The needs in the area of providing hospitals and the other facilities authorized under this act have been well documented and remain serious. We believe the full authorized amount for construction under both part C and part G should be made available and urgently request the Congress to so act. Although the fact is well known, it may bear repeating, that the expenditure of 1 Federal dollar results in the expenditure of 3 or more State dollars in this program.

We would appreciate your careful consideration of our request and would be happy to provide additional information should you so desire. Sincerely,

STATEMENT OF VERNON G. MacKENZIE, CHIEF, DIVISION OF AIR POLLUTION; ACCOMPANIED BY DR. ROBERT J. ANDERSON, DEPUTY CHIEF, BUREAU OF STATE SERVICES; PETER J. BERSANO, FINANCIAL MANAGEMENT OFFICER FOR ENVIRONMENTAL HEALTH PROGRAMS; DR. LUTHER L. TERRY, SURGEON GENERAL; HARRY L. DORAN, CHIEF FINANCE OFFICER; AND JAMES F. KELLY, DEPARTMENT BUDGET OFFICER

APPROPRIATION ESTIMATE

"To carry out the act of July 14, 1955, as amended (42 U.S.C. 1857-1857f), and for expenses necessary to carry out the purposes of [section] sections 301 and 311 of the act relating to air pollution, [and to carry out the act of June 8, 1960 (74 Stat. 162), including [purchase of not to exceed one passenger motor vehicle for replacement only; and] hire, maintenance, and operation of aircraft; [$8,800,000 $10,069,000, to remain available only until June 30, [1962] 1963."

APPROPRIATION LANGUAGE CHANGE

The first two changes in language are requested to include in the appropriation language section 311 of the Public Health Service Act in order to clarify the program's authority to use appropriated funds for technical assistance to States. The third change deleting the phrase "and to carry out the act of June 8, 1960 (74 Stat. 162)" is no longer necessary since the act of July 14, 1955, as amended (42 U.S.C. 1857-1857f), and sections 301 and 311 of the Public Health Service Act authorize the work that is required of the air pollution program.

An increase of $868,000 is requested to support new grants to be awarded to institutions and individuals, one continuation grant, and indirect costs of $58,000. Training grants

An increase of $337,000 is requested to raise the level of support for universities and individuals to meet the deficiency of specially trained personnel in the fields of engineering, physical, and biomedical sciences.

Expansion of analysis, identification, measurement, and control of air pollution

An increase of five positions and $194,000 is requested to provide for greater emphasis in key areas within this subactivity. Specific areas of increase include studies of the physical-particle-gas relationship, engineering controls for sulfur dioxide, atmospheric photochemistry, national air sampling network, and development of improved instrumentation of gases.

Expansion of medical and biological studies

An increase of 14 positions and $267,000 is requested to follow up the leads on health effects through laboratory and clinical studies on humans and animals. Expansion of community and other field studies

An increase of 12 positions and $197,000 is requested to initiate and expand specific projects relating to air pollution and its effect on health and economy. Expansion of training

An increase of 4 positions and $42,000 is requested for the training activity at the sanitary engineering center in Cincinnati, Ohio, to raise the level of intensive short-term training to 10 resident and 5 field courses for State, local and industrial personnel.

STATEMENT BY CHIEF, DIVISION OF AIR POLLUTION, ON "AIR POLLUTION, PUBLIC HEALTH SERVICE"

Mr. Chairman and members of the committee, the President, in his message on natural resources to the Congress in February 1961, proposed that the Public Health Service "should provide for the control of air pollution" and added that "we need an effective Federal air pollution control program now."
