COLLEGE LIBRARY RESOURCES PROGRAM

Point Scores for Review of Applications for Supplemental Grants.

SEC. 1. System of points scores. In applying the criteria set forth in § 131.22 of the regulations for this program (45 CFR Part 131), the Commissioner shall employ a system of scoring in the review of supplemental grant applications as set forth below.

SEC. 2. Points. A maximum of 60 points may be scored in relation to the criteria as follows:

(a) Degree of deficiency in the number of volumes of the applicant's library in relation to the recent and expected increase in student enrollment and the type of institution or branch applying for a grant. (12 points)

(b) Participation in other Federal programs aiding disadvantaged students. (10 points)

(c) Number of economically disadvantaged students enrolled. (30 points)

(d) Recency of the establishment of the library collection. (3 points)

(e) Efforts made to improve resources through membership in a library consortium or other efforts through participation in joint-use library facilities. (5 points)

Maximum score (60 points).

SEC. 3. Detailed explanation of scoring. Each of the criteria, (a)-(e) in Sec. 2 above, is scored as follows:

(a) Degree of deficiency in the number of volumes in the applicant's library in relation to the recent and expected increase in student enrollment and the type of institution or branch applying for a grant. When for the year of application the number of volumes held by the library falls below the minimum for its types of institution (as set forth below under "Minimum for Institutions") to the following degree:

by 5,000 volumes for each additional 500 full-time students enrolled.

"Four and five year colleges" granting bachelor's and master's degrees enrolling up to 600 full-time students: 50,000 volumes, increased by 10,000 for each additional 200 full-time students enrolled to a maximum of 300,000 volumes.

"Universities" granting Ph.D. degrees: 500,000 volumes maximum.

(b) Participation in other Federal programs aiding disadvantaged students. (1) If the institution participates in, or is assisting a developing institution or a consortium of such institutions, under a HEA Title III Grant, (3 points) or

(2) If the institution participates in or is assisting a developing institution or a consortium of such institutions, under a HEA Title III Grant, WITH A LIBRARY COMPONENT. (5 points)

(3) Participation in the programs for students from disadvantaged backgrounds, Title IV of the Higher Education Act.

(i) If the institution received a grant of less than $50,000 under Title IV (HEA). (1 point)

(ii) If the institution received a grant of $50,000 to $100,000 under Title IV (HEA). (2 points)

(iii) If the institution received a grant of $100,000 to $150,000 under title IV (HEA). (3 points)

(iv) If the institution received a grant of $150,000 to $200,000 under Title IV (HEA). (4 points)

(v) If the institution received a grant of over $200,000 under Title IV (HEA). (5 points)

Maximum score-(10 points).

(c) Number of economically disadvantaged students enrolled. (1) Percentage of student population whose family income is under $6,000 per annum.

The minimum for institutions shall be: "One year institutions" enrolling up to 50,000 full-time students: 10,000 volumes, increased by 2,500 volumes for each additional 250 full-time students enrolled.

"Two year colleges" enrolling up to 1,000 full-time students: 20,000 volumes, increased

(4) Number of minority group students enrolled in the institution-such as American Indian, Negro, Oriental, Spanish-Surnamed American, Disadvantaged Appalachians or other specified groups.

The number of students supported under the Federal College Work-Study Program may be used in lieu of the income factor in this criterion.

(d) Recency of the establishment of the library collection. The institution's library collection and services were first made available to the applicant's body during the year of application or the two academic years immediately preceding the year of application. (1) If first made available in the year of application-3 points.

(2) If first made available in the year preceding the year of application-2 points.

(3) If first made available in the second year preceding the year of application-1 point.

Maximum score-3 points.

(e) Efforts made to improve resources through membership in a library consortium or other efforts through participation in joint-use library facilities. An institution of higher education is a member of library consortium, including participation in programs assisted by Title III of the Library Services and Construction Act. (5 points) Maximum score. APPENDIX B

COLLEGE LIBRARY RESOURCES PROGRAM

Point Scores for Review of Applications for Special Purpose Grants.

In addition to the criteria set forth in § 100a.26(b) of the Office of Education General Provisions Regulations (45 CFR 100a.26(b)) and in applying the criteria set forth in § 131.32 of the regulations for this program (45 CFR Part 131), the Commissioner shall employ the following system of scoring in the review of the special purpose grant applications:

Type A Grant:

(5) Degree to which grant and matching funds will meet the special needs described

Type B Grant:

(1) Degree of concentration of graduate students from minority groups (American Indian, Negro, Oriental, Spanish-Surnamed American and other) in professional schools....... (2) Availability of special collections to support the research and training of graduate students who expect to work in areas affecting the economically disadvantaged of the community....

(3) Availability of printed catalog or other guides to collection and number of academic institutions receiving and utilizing the above catalogs and guides....................

(4) Degree to which the program of acquisition will contribute to goals described in (2) and (3) above.

Type C Grant:

(1) Degree to which members of combinations are supportive of research and training activities which prepare persons to work in areas affecting the disadvantaged, including those supported by other Federal programs.

(2) Number of institutions applying as members of the combination submitting application

(3) Availability and adequacy of catalog or other guides to collection and existence of computerized system or other center in operation.............. (4) Employment of full-time director by the combination with adequate supporting staff, equipment, and facilities.....

(5) Adequate evidence that combination will be able to continue without the support of Federal funds

Subpart A-General

§ 132.1 Applicability.

The regulations in this part apply to grants by the Commissioner to institutions of higher education and library organizations or agencies to assist them in training persons in librarianship under section 222 of Title II-B of the Higher Education Act of 1965, as amended.

§ 132.2 Definitions.

As used in this part:

"Dependent" means any of the following individuals more than half of whose support, for the calendar year in which the school year begins, was received from a student:

(a) A spouse;

(b) A son or daughter of the student, or a descendant of either;

(c) A stepson or stepdaughter of the student;

(d) A brother, sister, stepbrother, or stepsister of the student;

(e) A father or mother of the student, or an ancestor of either;

(f) A stepfather or stepmother of the student;

(g) A son or daughter of a brother or sister of the student;

(h) A brother or sister of the father or mother of the student;

(i) A son-in-law, daughter-in-law, father-in-law, mother-in-law, brotherin-law, or sister-in-law of the student;

(j) An individual (other than the student's spouse) who, during the student's entire calendar year, lives in the student's home and is a member of the student's household (but not if the relationship between the individual and the student is in violation of local law);

(k) An individual who

(1) is a descendant of a brother or sister of the father or mother of the student; and

(2) for the school year of the student receives institutional care required by reason of a physical or mental disability; and

(3) before receiving such institutional care, was a member of the same household as the student; or

(1) An individual who is legally adopted child or a child placed in the student's home for adoption by a licensed child-placing agency.

A citizen of a foreign country may not be claimed as a dependent, unless he is a resident of the United States, Canada, or Mexico, or Panama, or the Canal Zone, at some time during the calendar year in which the school year of the student begins, or is a resident of the Philippines born to, or adopted by, a student while he was a member of the Armed Forces, before January 1, 1956, or is an alien child legally adopted by and living with a student as a member of his household for the entire calendar year.

(m) "Fellowship" means an award to a participant engaged in a regular academic program of formal education in an institution of higher education for which are awarded credits that may be used to earn an academic degree.

(n) "Institute" means an intensive short-term or regular-session program of specialized training designed to train individuals in particular principles and practices of librarianship. A "non-self-contained institute" is one in which not all participants are receiving Federal support under this program. A "self-contained institute" is one in which all participants are receiving Federal support.

(o) "Institution of higher education" means an educational institution in any State which meets all of the following criteria:

(1) It admits as regular students only persons having a certificate of graduation from a school providing secondary education, or the recognized equivalent of such a certificate.

(2) It is legally authorized within such State to provide a program of education beyond secondary education.

(3) It provides at least one of the following types of programs:

(i) An educational program for which it awards a bachelor's degree.

(ii) A program of not less than 2 years which is acceptable for full credit toward a bachelor's degree.

(iii) A program of not less than 1 year of training to prepare students for gainful employment in a recognized occupation.

(p) It is a public or other nonprofit institution.

(q) It is either accredited by a nationally recognized accrediting agency or association, or meets at least one of the following requirements:

(1) It is an institution with respect to which the Commissioner has determined that there is satisfactory assurance-considering the resources available to the institution, the period of time, if any, during which it has operated, the effort it is making to meet accreditation standards, and the purpose for which this determination is being made-that the institution will meet the accreditation standards of such an agency or organization within a reasonable period of time.

(2) It is an institution whose credits are accepted on transfer, by not less than three institutions which are so accredited, for credit on the same basis as if transferred from an institution so accredited.

(r) "Librarianship” means the principles and practices of the library and information science, including the acquisition, organization, storage, retrieval, and dissemination of information, and reference and research use of the library and other information re

positions is participation in a course (or courses) leading to graduation from a junior or community college (or its equivalent) in a paraprofessional library curriculum.

(u) "Traineeship" means an award to participants enrolled in a directed training program which is not a regular academic program for which are awarded credits that may be used to earn an academic degree.

§ 132.3 Eligible purposes.

Funds available under the Act may be used by the Commissioner to award grants to institutions of higher education and library organizations or agencies to assist them in training persons in librarianship, for any one or more of the following purposes:

(a) To assist in covering the cost of courses of training or study (including institutes) for such persons;

(b) For establishing and maintaining fellowships or traineeships with stipends (including allowances for traveling, subsistence, and other expenses) for fellows and others undergoing training and their dependents not in excess of such maximum amounts prescribed in this part; and

(c) For establishing, developing, and expanding programs of library and information science, including law librarianship.

§ 132.4 Apportionment.

Not less than 50 percent of the grants awarded shall be for the purpose of establishing and maintaining fellowships or traineeships.

§ 132.5 Program objectives.

(a) The purpose of the institute/ traineeship program is to provide persons an opportunity to enter the library field by obtaining necessary skills and training and to provide persons serving any type of library, information center or instructional materials center (including persons serving as library, media, and information science educators) an opportunity to upgrade and update their competencies.

(b) The purpose of the fellowship/ traineeship program is to provide for full-time study as determined by the grantee in any graduate or undergraduate level program in library and information science sponsored by the participating grantee, regardless of whether the particular program terminates in the award of a specific graduate or undergraduate degree, or is merely designed to provide specialized training in some branch or aspect of librarianship. Fellowship/traineeship awards may not be made, however, to participants in any program which is designed to run for less than one academic year, regardless of the experience or educational level of the student body for whom such programs are created.

(c) Since the objectives of this program are to increase the opportunities throughout the Nation for training individuals in the principles and practices of the library and information sciences, including the acquisition, storage, retrieval, and dissemination of information, and reference and research use of library and other information sources, the grants awarded under this program must supplement rather than supplant the library, media, and information science education programs and graduate fellowships presently conducted by the grantee, and the total number of students enrolled in such programs must therefore be increased.

(d) Grants will be made to the institution, organization, or agency to establish fellowships for persons enrolled in programs in the library and information sciences (student assistance) and to assist in defraying the cost of such courses of training in librarianship (institutional support).
