(b) Department means the Department of Health and Human Services; (c) Administrator means the Administrator, Family Support Administration; (d) Secretary means the Secretary of Health and Human Services; (e) Administration means the Family Support Administration; (f) Regional Administrator means the Regional Administrator of the Family Support Administration; (g) State means the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, and American Samoa. The term "State" with respect to American Samoa applies to the programs set forth in title IV-A and IV-F of the Act; (h) State agency means the State agency administering or supervising the administration of the State plan or plans under title I, IV-A, IV-F, X, or XVI (AABD) of the Act; (i) The terms regional office and central office refer to the regional offices and the central office of the Family Support Administration, respectively. The State plan contains all information necessary for the Administration to determine whether the plan can be approved, as a basis for Federal financial participation in the State program.
