Galloway, Department of Environmental Research National Program for Assessing the Problem of Atmospheric Deposition (Acid Rain). On behalf of the co-authors and all other contributors, it gives me great pleasure to introduce the attached report that has been sent to the Council on Environmental Quality. In early 1978, the Council on Environmental Quality contracted with the National Atmospheric Deposition Program to document which questions we could answer about the effects of atmospheric deposition, and to design a national research program to answer the questions that would still exist. This report is the final product of that effort. The scope of the report covers the phenomenon of atmospheric deposition and its subsequent effects on lakes, streams, wet-lands, soils, and vegetation. An integrated national research program is proposed to fill the extensive gaps in our knowledge. In addition to the research recommendations, we also recommend the creation of a federal interagency coordination committee. The Council on Environmental Quality has taken the initiative in forming this committee; the co-chairmen are United States Department of Agriculture and Environmental Protection Agency. Membership includes Department of Energy, National Science Foundation, National Oceanographic and Atmospheric Administration, Department of State, Department of Interior, and Office of Management of Budgets. This interagency coordinating committee has developed a proposed annual budget for atmospheric deposition research similar to the one that this report recommends. JNG:bb |
