The Journal of yesterday was read and approved.

Papers from the Senate:

Communication from Hon. Thomas B. Reed, accepting the office of Attorney General; and

Communication from the Secretary of State, transmitting the Report of the Trustees and Superintendent of the Reform School, came from the Senate, and were read.

Petition of Alonzo Colby and others, for an act to incorporate the Bucksport Village Corporation, came from the Senate referred to the Committee on the Judiciary.

Petition of Benjamin F. Bennett and others of Lyman, for the repeal of chapter 159, public laws of 1870, relating to the employment of teachers, came from the Senate referred to the Committee on Education.

Petition of Samuel Hall, for title to a lot of land, came from the Senate referred to the Joint Select Committee appointed on lands held by the E. and N. A. Railway Company.

Bill " an act to prohibit consolidation of parallel or competing lines of railway," came from the Senate referred to the Committee on Railroads, Ways and Bridges.

Bill "an act to prevent the throwing of edgings, &c., into Kennebec river or its tributaries," came from the Senate referred to the Committee on Interior Waters.

The foregoing were referred in concurrence.

Order instructing the Committee on the Judiciary to inquire into the expediency of amending the laws relating to laying out, altering or widening town ways and private ways, so that the time may be limited within which the town meeting provided for shall be called.

Order directing the same Committee to inquire whether any further legislation is necessary in relation to giving power of sale in mortgages on real estate.

Order directing the Committee on Legal Reform to inquire into the expediency of amending chapter 93 of the public laws of 1870, in relation to the formation of corporations, so that the provisions of section 4, chapter 48 of the revised statutes, in relation to corporations organized under special act may apply to corporations organized under said chapter 93 of the public laws of 1870.

Order directing the Committee on Agriculture to inquire into the utility and feasibility of a system of storm warnings and signals, and if deemed advisable to report a resolution requesting Congress to test the plan in our State for the benefit of Agriculture and commerce.

The foregoing came from the Senate read and passed, and were read and passed in concurrence.

Petition of W. T. Emerson and others; and

Petition of A. White and others for repeal of the law regulating the taking of porgies;

Were referred to the Committee on Fisheries.

Petition of Orrin McFadden and others, for incorporation of the Boothbay Ice Company, with bill; also

Petition of R. A. and W. Friend of Brooklin, for leave to extend their wharf into tide waters; and

Petition of Israel Michaud and others, for an act to prevent the throwing of slabs, &c., into the waters of Violette brook;

Were referred to the Committee on Interior Waters.

Petition of Augustus D'Aigle and others of Fort Kent, for aid to build a bridge in said town; and

Petition of inhabitants of Van Buren and Grant Isle, for aid in completing the road from Van Buren to Grant Isle ;

Were referred to the Committee on State Lands and State Roads. Petition of inhabitants of Whitneyville, for change of time and place of holding the terms of the Supreme Judicial Court in Washington county, was referred to the Committee on Legal Reform.

Bill "an act additional to an act incorporating the Calais Railway Company," was referred to the Committee on Railroads, Ways and Bridges.

On motion of Mr. WILLARD of Mercer,

Ordered, That the Committee on Education be instructed to inquire into the expediency of having a uniformity of text-books in our common schools throughout the State.

On motion of Mr. REED of No. 11, R. 1,

Ordered, That the Committee on Legal Reform be instructed to inquire into the expediency of so amending the public laws relating to highways, as to oblige surveyors to lay down fences on north and west sides of highways, in exposed places in the winter, to prevent snow drifting.

On motion of Mr. BURGESS of Portland,

Ordered, That any Committee to which shall be referred any petition or act of incorporation for any company who are authorized to incorporate under existing laws, shall report the same back to the House or Senate with "leave to withdraw," and that this order be published in the Daily Kennebec Journal until February 1, 1871.

The foregoing petitions and orders were sent to the Senate.

Mr. TALBOT, from the Committee on Interior Waters, on petition, reported bill "an act to incorporate the Kennebec and Chelsea Ice Company."

The report was read and accepted, bill read twice, and Monday assigned for the third reading.

The SPEAKER being absent, the House was called to order by the Clerk.

On motion of Mr. KEEGAN of Madawaska,

Ordered, That in the absence of the Speaker, Percival Bonney, Esq., be Speaker pro tem.

Prayer by the Rev. Dr. RICKER of Augusta.

The Journal of Saturday was read and approved.

The Clerk was charged with, and conveyed a message to the Senate and to the Governor and Council, informing them of the election of Pecival Bonney, Esq., as Speaker pro tem.

Papers from the Senate:

Ordered, That the Judiciary Committee be directed to inquire into the expediency of providing by a general law that cities and towns may loan their credit in aid of manufactures.

Ordered, That the Committee on the Judiciary be directed to inquire into the expediency of so amending the law relating to the laying out and construction of highways, that County Commissioners shall have authority to order the grading down of hills or filling up of ravines, on petition, the same as for laying out new roads.

These orders came from the Senate read and passed, and were read and passed in concurrence.

Petition of Thomas Taylor, for authority to use steam power for transporting goods, &c., over certain highways in Farmington and New Sharon, was referred to the Committee on Railroads, Ways and Bridges.

Petition of inhabitants of Clinton, for an act to make valid the doings of said town; and

Remonstrance of Daniel Wells and others, against the same, Were referred to the Committee on Legal Reform.

Petition of Charles A. White and others, for an act to incorpo

rate the Kennebec and Moosehead Ice Company, was referred to the Committee on Interior Waters.

Bill "an act to authorize the Wesleyan Methodist Society of Augusta, to borrow money, was referred to the Committee on the Judiciary.

Petition of John B. Coyle and others, for an act to set off a part of Westbrook to the city of Portland, was referred to the Committee on Division of Towns.

Petition of C. F. A. Johnston and others of Presque Isle and Maysville, for the union of said towns; and

Petition of C. Sweron and others of Dickeyville, for the change of the name of said town;

Were referred to the Committee on Incorporation of Towns. Bill "an act to incorporate the Madawaska Agricultural Society," was referred to the Committee on Agriculture.

The foregoing were sent to the Senate.

On motion of Mr. WILLARD of Mercer,

Ordered, That the Committee on Military Affairs be instructed to inquire into the running expenses of the Adjutant General's department, and report if any reduction thereof is expedient.

On motion of Mr. SMITH of Parsonsfield,

Ordered, That the Committee on State Printing be instructed to ascertain as far as practicable the amount and cost of printing done for the several State departments, also to consider what if any reduction it is expedient to make.

These orders were sent to the Senate.

Bill"an act authorizing P. S. J. Talbot and others, to maintain a wharf in tide waters"; and

Bill "an act to incorporate the Kennebec and Chelsea Ice Company," were reported by the Committee on Bills in the Third Reading, read the third time, and passed to be engrossed, and sent to the Senate.

"Resolve in favor of Charles E. Avery," having had two several readings and passed to be engrossed, was reported by the Committee on Engrossed Bills as truly and strictly engrossed, finally passed, signed by the Speaker pro tem., and sent to the Senate.
