Councillors elect, signifying their acceptance, were received and read.

A message was received from the Senate, through its Secretary, S. W. Lane, Esq., proposing a Joint Convention in the Hall of the House, this day, at 11 o'clock A. M., for the purpose of administering to William Grindle, Jr., and George Weeks, Councillors elect, the oaths required by the Constitution to qualify them to enter upon the discharge of their official duties.

The Clerk was charged with and conveyed a message to the Senate, informing that branch of the concurrence of the House in the proposition for a Convention.

The hour having arrived, the Senate came in, and a Convention formed.

IN CONVENTION.

On motion of Mr. VOSE of Waldo,

The Secretary of the Convention was directed to notify William Grindle, Jr., and George Weeks, that the Legislature is now in Convention assembled in the Representatives' Hall, for the purpose of administering to them the oaths required to qualify them to enter upon the discharge of their official duties.

The Secretary subsequently reported that he had delivered the message, and the Councillors elect were pleased to say, they would forthwith attend the Convention.

Thereupon William Grindle, Jr., and George Weeks, came in, and in presence of the Legislature, before the President of the Convention, took and subscribed the oaths of office necessary to qualify them to enter upon the discharge of their official duties. The Councillors then retired.

The Secretary of the Convention was directed to inform the Governor of the election and qualification of William Grindle, Jr., and George Weeks, as Councillors, for the current political year.

The purposes for which the Convention was formed having been accomplished, the Senate retired.

The House was called to order by the SPEAKER.

Mr. TALBOT of Machias, announced the attendance of Mr. Moore of Machiasport, member elect, and conducted him to the

Governor, where he took and subscribed the oaths necessary to qualify him to enter upon the discharge of his official duties.

Mr. Moore subsequently took his seat in the House.

Mr. SANBORN of Bangor, asked to be and was excused from serving on the Committee on Printing and Binding, and Mr. Hammond of Paris, was appointed to fill the vacancy.

The Journal of yesterday was read and approved.

Bill "an act to make valid the doings of Josiah True as a Justice of the Peace," came from the Senate referred to the Committee on

the Judiciary.

Petition of Lincoln Ice Company of Richmond, for authority to increase its capital stock, came from the Senate referred to the Committee on Legal Reform.

Petition of S. O. Brown and others, for incorporation of the Piscataquis Reservoir Dam Company, came from the Senate referred to the Committee on Interior Waters.

Petition of the Portland and Rutland Railroad Company, for extension of time in which to locate its road; and

Bill "an act additional to an act to incorporate the Portland and Rutland Railroad Company," came from the Senate referred to the Committee on Railroads, Ways and Bridges.

Petition of J. S. Ricker and 669 others, for the division of the town of Westbrook, came from the Senate referred to the Committee on Division of Towns.

The foregoing were referred in concurrence.

Petition of Freeman L. Ball and others; also

Petition of Assessors of Mapleton plantation; and

Petition of John F. Hoffses and others of Castle Hill-all for reduction of State valuation of said plantations, referred to the Joint Select Committee on State Valuation, came back from the Senate referred to the Committee on State Lands and State Roads. The House receded and concurred.

Resolve in favor of Mrs. Isabella Fogg, was referred to the Committee on Federal Relations.

Petition of J. S. Bartlett and others, for an act to regulate the taking of eels in Damariscotta river;

Petition of E. S. Jones and others, in aid of the same;

Remonstrance of E. W. Stetson and others against the same; Were referred to the Committee on Fisheries.

Petition of William F. Lovejoy and others of Gray, for charter for a railroad from some point on the Portland and Rochester Railroad to some point on the Grand Trunk near Danville; and

Petition of the Androscoggin Railroad Company, for extension of said road, with bill;

Were referred to the Committee on Railroads, Ways and Bridges.

Petition of the Trustees of the Fort Fairfield High School, for aid; and

Petition of Jesse Drew and others, in aid of the same; and

Petition of D. A. Campbell and others, for repeal of the law relating to the employment of teachers;

Were, referred to the Committee on Education.

Bill "an act authorizing railroad companies to fix the number of directors," was referred to the Committee on the Judiciary. The foregoing were sent to the Senate.

Petition of Abby M. White, for change of name, was referred to the Committee on Change of Names.

On motion of Mr. CLARK of Lincoln,

Ordered, That the Committee on the Judiciary be directed to inquire what legislation, if any, is necessary to enable soldiers to maintain actions against plantations, organized for school and election purposes, for the recovery of such portion of the State scrip or avails thereof, issued under the act equalizing municipal war debts, as may have been voted them by such plantations.

On motion of Mr. JONES of Springfield,

Ordered, That the same Committee inquire into the expediency of providing a lien in favor of persons cutting, peeling, making or hauling hemlock bark, for their personal sureties thereon.

On motion of Mr. BLISS of Washington,

Ordered, That the same Committee inquire if any legislation is necessary to further protect the rights and interests of joint owners of personal property.

On motion of Mr. CLEAVES of Portland,

Ordered, That the same Committee inquire into the expediency of so amending section 47, chapter 81 of the revised statutes of 1857, that any personal property attached which cannot be kept without great expense, may be sold before judgment.

On motion of Mr. BRADBURY of Limington,

Ordered, That the Committee on Education inquire into the expediency of amending or repealing chapter 159, laws of 1870, which gives the power to superintending school committees to employ school teachers.

On motion of Mr. HOPKINS of Mt. Vernon,

Ordered, That the same Committee be instructed to report as soon as practicable upon the petitions asking a repeal of the school laws of 1870.

The foregoing orders were sent to the Senate.

On motion of Mr. SEWALL of Oldtown,

Ordered, That the State Treasurer be directed to inform this House what amount has been received from the sale of four half townships of land, apportioned by the act of 1863 as a fund for normal schools; the several sums drawn from said fund, to whom, when and for what purpose drawn and paid, and under what acts of appropriation the same have been expended.

Mr. PIKE, from the Committee on the Judiciary, reported ought to pass, on bill "an act to incorporate the Cobb Lime Company." The report was read and accepted, bill read twice, and to-morrow assigned for the second reading.

Communication from John R. Pulsifer, Councillor elect, signifying his acceptance, came from the Senate, and was read.

On motion of HOLLAND of Androscoggin,

Ordered, That the Secretary of the Convention be directed to notify Hon. John R. Pulsifer, Councillor elect, that the two branches of the Legislature are assembled in Convention, for the purpose of administering to him the oaths required by the Constitution to qualify him to enter upon the discharge of his official duties.

The Secretary subsequently reported that he had discharged the duty assigned him, and the Hon. Councillor elect was pleased to say, that he would forthwith attend upon the Convention.

Thereupon, John R. Pulsifer, Councillor elect, came in, and in the presence of the Convention, before the President of the Senate, took and subscribed the oaths required to qualify him to enter upon the discharge of his official duties.

The Hon. Councillor then retired.

On motion of Mr. SPAULDING of Sagadahoc,

Ordered, That the Secretary of the Convention be directed to notify the Governor of the election and qualification of Hon. John R. Pulsifer as Executive Councillor for the current political year.

Having accomplished the purpose for which it assembled, the Convention dissolved, and the Senate retired.

The House was called to order by the SPEAKER.
