Be it enacted by the Senate and House of Representar of the United States of America in Congress assembled. Ts the following sums are appropriated, out of any money in t Treasury not otherwise appropriated, for the Legislati Branch for the fiscal year ending June 30, 1971, and for ot purposes, namely:

EDUCATION OF PAGES

For education of congressional pages and pages of the Supreme Court, pursuant to section 243 of the Legislative Reorga nization Act, 1946, $112,310, which amount shall be advanced and credited to the applicable appropriation of the District of Columbia, and the Board of Education of the District of Columbia is hereby authorized to employ such personnel for the education of pages as may be required and to pay compensation for such services in accordance with such rates of compensation as the Board of Education may prescribe.

STRUCTURAL AND MECHANICAL CARE

For necessary expenditures for mechanical and structural aintenance, including improvements, equipment, supplies, warproof wearing apparel, and personal and other services, ,555,200, of which $165,000 shall remain available until June ', 1972.

Not to exceed $29,500 of the unobligated balance of the approriation under this head for the fiscal year 1970 and the unobliated balance of the amount of $60,000 appropriated under this ead for the fiscal year 1969 and continued available until June 0, 1970 are hereby continued available until June 30, 1971.

FURNITURE AND FURNISHINGS

For furniture, partitions, screens, shelving, and electrical work pertaining thereto and repairs thereof, office and library quipment, apparatus, and labor-saving devices, $350,000: Provided, That these funds shall be transferred by the Architect of the Capitol to the Librarian of Congress for expenditure in accord with Public Law 91-280, approved June 12, 1970.

For necessary expenses of the Library of Congress, not other wise provided for, including development and maintenance of the Union Catalogs; custody, care, and maintenance of the Library Buildings; special clothing; cleaning, laundering, and repair of uniforms; preservation of motion pictures in the custody of the Library; and expenses of the Library of Congress Trust Fund Board not properly chargeable to the income of an trust fund held by the Board, $21,573,100, including $604.0 to be available for reimbursement to the General Services Ad ministration for rental of suitable space in the District of Columbia or its immediate environs for the Library of Congress.

For necessary expenses to carry out the provisions of section 203 of the Legislative Reorganization Act of 1946, as amended (2 U.S.C. 166), $5,178,000: Provided, That no part of this appropriation may be used to pay any salary or expense in connection with any publication, or preparation of material therefor (except the Digest of Public General Bills), to be issued by the Library of Congress unless such publication has obtained prior approval of either the Committee on House Administration or the Senate Committee on Rules and Administration.

DISTRIBUTION OF CATALOG CARDS

SALARIES AND EXPENSES

For necessary expenses for the preparation and distribution of catalog cards and other publications of the Library, $9,000,000: Provided, That $200,000 of this appropriation shall be apportioned for use pursuant to section 3679 of the Revised Statutes as amended (31 U.S.C. 665), only to the extent necessary to provide for expenses (excluding permanent personal services) for workload increases not anticipated in the budget estimates and which cannot be provided for by normal budgetary adjustments.

Funds available to the Library of Congress may be expende to reimburse the Department of State for medical services re dered to employees of the Library of Congress stationed abros and for contracting on behalf of and hiring alien employees for the Library of Congress under compensation plans comparale to those authorized by section 444 of the Foreign Service Ad of 1946, as amended (22 U.S.C. 889 (a)); for purchase or hin of passenger motor vehicles; for payment of travel, storage ar. transportation of household goods, and transportation and per diem expenses for families en route (not to exceed twenty-four. for benefits comparable to those payable under sections 911 (9), 911(11), and 941 of the Foreign Service Act of 1946, as amended (22 U.S.C. 1136(9), 1136(11), and 1156, respectively); and travel benefits comparable with those which are now or hereafter may be granted single employees of the Agency for International Development, including single Foreign Servit personnel assigned to A.I.D. projects, by the Administrator of the Agency for International Development-or his designee under the authority of section 636(b) of the Foreign Assist ance Act of 1961 (Public Law 87-195, 22 U.S.C. 2396(b)); subject to such rules and regulations as may be issued by the Librarian of Congress.

Payments in advance for subscriptions or other charges for bibliographical data, publications, materials in any other form. and services may be made by the Librarian of Congress when ever he determines it to be more prompt, efficient, or economics to do so in the interest of carrying out required Library programs.

A. LEGISLATIVE HISTORY

H.R. 3259, a bill providing for the addition of the Freeman Schoo to the Homestead National Monument of America, in the State of Nebraska, was introduced by Representative Robert V. Denney of Nebraska on January 14, 1969. The bill was referred to the (House) Committee on Interior and Insular Affairs. A companion bill, S. 58. was introduced by Senator Carl T. Curtis of Nebraska (for himself and Senator Roman L. Hruska of Nebraska) on January 15, 1969. This bill was referred to the (Senate) Committee on Interior and Insular Affairs.
