SIR: In accordance with the act of June 15, 1916, entitled, "An act to incorporate the Boy Scouts of America, and for other purposes," I have the honor to transmit herewith a copy of the Fourteenth Annual Report of the Boy Scouts of America. The following reports are included, which show in detail the operations of all the departments of the Boy Scouts of America:
