SENATE CHAMBER,

Monday, January 5, 1891.

Hon. S. M. White, President pro tem. of the Senate, presided, and announced that this being the time designated in the Constitution for the meeting of the Legislature, the Senate will come to order.

ROLL CALL.

By direction of the President pro tem., the Secretary called the roll of hold-over Senators, and the following responded to their names:

Messrs. Banks, Britt, Byrnes, Campbell of Solano, Crandall, Dargie, De Long, Dray, Flint, Fraser, Hamill, Heacock, Langford, McComas, McGowan, Mead, Preston, Sprague, Welch, and Williams (Wm. H.).

The Secretary called the roll of Senators elect, and the following answered to their names:

Second District-Trinity, Siskiyou, and Shasta: R. H. Campbell.

Sixth District-Mendocino and Lake: J. H. Seawell.

Eighth District--Tehama and Colusa: H. C. Wilson.

Tenth District-Sonoma: J. W. Ragsdale.

Twelfth District-Yuba and Sutter: D. A. Ostrom.

Fourteenth District-Amador and Calaveras: E. C. Voorhies.
Sixteenth District-Alameda: Eli S. Denison.

Eighteenth District-Alameda: William Simpson.

Twentieth District-San Francisco: George H. Williams.
Twenty-second District-San Francisco: Daniel H. Everett.
Twenty-fourth_District-San Francisco: J. H. Mahoney,
Twenty-sixth District-San Francisco: John T. Broderick.
Twenty-eighth District-San Francisco: Thomas C. Maher.

Thirtieth District-Merced, Stanislaus, and Tuolumne: T. D. Harp.

Thirty-second District-Santa Clara: W. C. Bailey.

Thirty-fourth District-Mariposa, Alpine, Mono, and Fresno: G. G. Goucher.

Thirty-sixth District-Inyo, Tulare, and Kern: G. S. Berry.

Thirty-eighth District-Los Angeles and Orange: R. B. Carpenter.

Fortieth District-San Diego and San Bernardino: H. M. Streeter.

OATH OF OFFFICE.

The Senators elect then took and subscribed the oath of office administered by the President, as follows:

I do solemnly swear that I will support the Constitution of the United States, and the Constitution of the State of California, and that I will faithfully discharge the duties of Senator to the best of my ability.

The Chair announced to the Senate that there was one Senator whose name was on the roll call who had died since the last election.

Mr. Goucher thereupon stated that he had the certified copy of the certificate of election of the deceased Senator, Mr. C. L. Pond, and a certificate of his death, which were filed with the Secretary by order of the Chair.

PRAYER.

Prayer by the Chaplain, Rev. A. C. Bane.

MOTION.

Mr. Heacock moved to proceed to the election of a President pro tem. and other officers provided by the statute.

So ordered.

NOMINATIONS.

Nominations for President pro tem. of the Senate being in order, Mr. De Long nominated Mr. Fraser, of El Dorado.

Mr. Ostrom nominated Mr. Langford, of San Joaquin.

The roll was called, and Mr. Fraser was elected by the following vote:

For Fraser-Messrs. Bailey, Banks, Broderick, Byrnes, Campbell of Siskiyou, Campbell of Solano, Carpenter, Crandall, Dargie, De Long, Denison, Dray, Everett, Flint, Heacock, Langford, Maher, Mahoney, McComas, McGowan, Preston, Ragsdale, Simpson, Sprague, Streeter, Voorhies, and Williams (Geo. H.).

For Langford-Messrs. Berry, Britt, Fraser, Goucher, Hamill, Harp, Mead, Ostrom, Seawell, Welch, Williams (Wm. H.), and Wilson.

Nominations for Secretary being in order, Mr. Crandall nominated Mr. Frank J. Brandon, of San José.

Mr. Goucher nominated Mr. Geo. W. Peckham, of Santa Cruz.

The roll was called, and Mr. Brandon was elected by the following vote:

For Brandon-Messrs. Bailey, Banks, Broderick, Byrnes, Campbell of Siskiyou, Campbell of Solano, Carpenter, Crandall, Dargie, De Long, Denison, Dray, Everett, Flint, Fraser, Heacock, Maher, Mahoney, McComas, McGowan, Preston, Ragsdale, Simpson, Sprague, Streeter, Voorhies, and Williams (Geó. H.).

For Peckham-Messrs. Berry, Britt, Goucher, Hamill, Harp, Langford, Mead, Ostrom, Seawell, Welch, Williams (Wm. H.), and Wilson.

Nominations for Assistant Secretary being in order, Mr. Dargie nominated J. C. Boatman, of Alameda.

Mr. W. H. Williams of San Francisco nominated Mr. J. J. McCarty, of San Francisco.

The roll was called, and Mr. Boatman was elected by the following
