Senate Bill No. 83-An Act to amend an Act entitled "An Act to establish a Political Code," approved March 12, 1872, by amending section three thousand two hundred and forty-five, relating to eight hours being a legal day's work.

MOTIONS.

Senator Carpenter moved that as this day at two o'clock P. M. was the time set for the consideration of the appointments made by the Governor, that the nominations be referred to the Committee on Judiciary.

So ordered.

Senator Goucher moved that the Judiciary Committee be instructed to investigate and report upon the question as to whether the Governor has power to withdraw names sent to the Senate by his predecessor for confirmation before the Senate has acted thereon, and that the Chairman of said committee secure and report the Attorney-General's opinion upon the same question.

So ordered.

SENATE CHAMBER, SACRAMENTO, January 20, 1891.

MR. PRESIDENT: Your Committee on Public Buildings other than Prison Buildings, to whom was referred the following resolution, viz.:

Resolved, That the Senate Committee on Public Buildings be and said committee is hereby instructed to consider, and report to the Senate within ten days after the adoption of this resolution, upon the advisability of materially reducing the number of Boards, Commissions, Trustees, and other public officers heretofore created by legisla tive enactment, and now discharging duties and trusts under the State Government, and said committee is further instructed to report to the Senate within the time herein before specified the names of such Boards, Commissions, Trustees, and other officers as may be either abolished or consolidated without injury to the State.

Have had the same under consideration, and respectfully report the same back, and recommend that it be referred to the Committee on Finance, on the ground that said resolution, in the opinion of the committee, was improperly or inadvertently referred to them for their consideration.

PRESIDENT: Your Committee on Finance, to whom was referred Senate Bill No. 41-An Act to amend section four thousand one hundred and sixty-one of an Act entitled "An Act to establish a Political Code," approved March 12, 1872, relating to depositing public funds-have had the same under consideration, and respectfully report the same back, and recommend that it do pass as amended.

Also: Senate Bill No. 72-An Act regulating the form of requisitions for stationery made by the members of the Legislature, and the officers and employés thereof, upon the Secretary of State-have had the same under consideration, and respectfully report the same back, and recommend that it do pass.

Also: Senate Bill No. 91-An Act to provide for the issuance and sale of State bonds to create a fund for the construction and furnishing, by the Board of State Harbor Commissioners, of a general ferry and passenger depot in the city and county of San Francisco; to create a sinking fund for the payment of said bonds, and providing for the submission of this Act to a vote of the people-have had the same under consideration, and report the same back, and recommend that it do pass.

Also: Senate Bill No. 64-have had the same under consideration, and respectfully report the same back, and recommend that it be referred to the Committee on Claims.
