APPROVAL OF JOURNAL.

The minutes (Journal) of to-day read and approved.

ADDRESS BY THE PRESIDENT.

At twelve o'clock midnight, the President addressed the Senate as follows:

SENATORS: The hour hand on this watch-your beautiful present to me-admonishes me that the hour has arrived for the dissolution of this Senate. Its history has been made, but whether for weal or woe depends upon the judgment of the people yet to be rendered. According to the newspaper expressions, and a portion of the public, it has been for woe. But I believe and hope that time will cause a change in this sentiment, and that the final verdict will be to your credit. I am pleased to know that during this session I have presided over a body of gentlemen against whom there have been no reflections cast. I am pleased because I have been your presiding officer, and because I have seen nothing in your conduct but what has commanded my deepest and profoundest respect. You are about to go to your homes and resume the every-day duties of your lives. One half of you will, God sparing your lives, meet here again two years from now. Others may be called back, but wherever you may go my heart will follow you with its best wishes. I will rejoice in your prosperity, and sympathize with you in your adversity, should adversity overtake you, which I trust may never happen. I feel that I am parting with my best friends, and the hour for which I longed I now regret has come. I hope I have deserved your esteem, and I shall carry to my grave the recollection that I had been associated with as fine a body of gentlemen as ever sat upon this floor.
