Also: Senate Bill No. 15-Entitled "An Act appropriating money to pay the expenses of maintaining an exhibit of the products of the State of California at the World's Columbian Exposition, to be held in Chicago in 1893, and to provide for Commissioners thereof"-have had the same under consideration, and respectfully report that in the opinion of the committee there is no constitutional objection to its passage, and recommend that it be referred to the Committee on Finance.

SEC. 10. Section three thousand eight hundred and sixty-six of the Political Code is amended to read as follows:

3866. The Treasurers of Del Norte, Humboldt, Lassen, Plumas, Inyo, Mono, Alpine, Modoc, Siskiyou, Lake, Trinity, Mariposa, and Ventura Counties must, between the fifteenth and thirtieth days of October and April in each year, and all the Treasurers of all other counties of the State must, between the fifteenth and thirtieth days of January, April, July, and October of each year, proceed to the State capital and settle in full with the Controller of State, and pay over in cash to the Treasurer of State all funds which have come into their hands, respectively, as County Treasurers, before the close of business upon the first Monday of the month during which they are by law required to settle with the Controller and Treasurer of State. If, in the opinion of the Controller of State, it appears from the report of any County Auditor that sufficient property tax has not been collected to make it for the interest of the State that a settlement should be made, the Controller shall defer the settlement until the next regular settlement. No mileage, fees, or commission shall be allowed any officer for any deferred settlement; provided, that in case any settlement is so deferred that the County Auditor in his next report to the Controller of State shall include therein all moneys required to be reported since the date of his report upon which a settlement was made.

SEC. 11. Section three thousand eight hundred and sixty-eight of the Political Code is hereby amended to read as follows:

3868. The Auditor of each county must, after the first Monday and before the second Monday of each month in which the Treasurer of his county is required to settle with the Controller, make in duplicate, and verify by his affidavit, a report to the Controller of State in such form as the Controller may desire, showing specifically the amount due the State from each particular source of revenue at the close of business of the first Monday of each month in which such report is required to be made to the Controller. Such report must include all moneys received by said County Treasurer since the date of his last settlement with the State Treasurer.

In section thirteen, line one, strike out the figures "13" and insert the figures "12" in lieu thereof; and that after the word "county" add "as provided for in chapter eight, title nine, of this Code."

Senator Crandall moved that in section thirteen that the figures "12" be substituted for the figures "13."

CERTIFICATE OF ELECTION.

At this point Senator De Long announced that he possessed the certificate of election of W. A. Shippee, as State Senator from the Fourth Senatorial District, comprising the county of Butte.

Said certificate was thereupon transmitted to the Secretary's desk. Upon invitation of the President, Senator-elect W. A. Shippee came forward and took the oath of office, as follows:

I do solemnly swear that I will support the Constitution of the United States and the Constitution of the State of California, and that I will faithfully discharge the duties of Senator to the best of my ability.

Senate Bill No. 196-An Act to provide for the removal of the old wooden fence, sidewalks, and curb from the State Capitol grounds, located at Sacramento, and have constructed in their stead a granite post and chain fence, a concrete sidewalk, and granite curb, and to appropriate money therefor.

Senate Bill No. 197-An Act to provide for the completion of the ten tiers of granite steps in the State Capitol grounds, located at Sacramento, and to appropriate money therefor.
