Senator De Long moved that the Senate now consider Senate Bill No. 91.

So ordered.

Senate Bill No. 91-An Act to provide for the issuance and sale of State bonds, to create a fund for the construction and furnishing by the Board of State Harbor Commissioners of a general ferry and passenger depot in the city and county of San Francisco, to create a sinking fund for the payment of said bonds, and providing for the submission of this Act to a vote of the people.

On motion of Senator Voorhies, Senator De Long was appointed a committee of one to make the following amendment:

Amend by striking out of section one, line nine, the words "in the denomination of one thousand dollars each," and inserting the following, in line nine of printed bill, after the word "California:" "one thousand bonds in the denomination of one hundred dollars each, five hundred bonds in the denomination of five hundred dollars each, two hundred and fifty bonds in the denomination of one thousand dollars each."

SENATE CONSTITUTIONAL AMENDMENT No. 10.

An Act to submit to the people of the State of California an amendment to section two, article four, of the Constitution of the State of California.

The Legislature of the State of California, at its twenty-ninth session, commencing on the fifth day of January, A. D. eighteen hundred and ninety-one, two thirds of all the members elected to each House of said Legislature voting in favor thereof, hereby propose that section two, of article four (Legislative Department), of the Constitution of the State of California, be amended so as to read as follows:

ARTICLE IV.

SECTION 2. The sessions of the Legislature shal! commence at twelve o'clock M., on the first Monday after the first day of January next succeeding the election of its members, and shall be biennial, unless the Governor shall, in the interim, convene the Legislature by proclamation. No pay shall be allowed to members for a longer period

than one hundred days, and no bills shall be introduced in either House after the expiration of sixty days from the commencement of each session, without the consent of two thirds of the members thereof.

Senator De Long moved that the bill be referred to Committee on Public Buildings other than Prison Buildings, to ascertain if the amount proposed to be appropriated can with propriety be reduced, and that the bill retain its place on file.
