RULE XVI.

No leave of absence shall be granted to any greater number than three of any standing or special committee, for the purpose of visiting any public building or institution, except by a two-thirds vote of the entire Senate.

RULE VIII.

Senate bills, or bills that have passed the Assembly, and have been acted upon favorably by the proper Senate committee, to the passage of which there is no objection, may, on Thursday of each week, be called up as a special order, immediately after roll cafl, and may be passed the several readings under a suspension of the constitutional provision, and a motion to suspend such provision shall be in order. If any five Senators shall object to the consideration of any bill under this rule, such bill shall be set aside, retaining its position on the file, and shall not be considered that day.

Committee recommend that Rule I be amended to read as follows:

RULE I.-OPENING OF THE DAILY SESSIONS.

The time of meeting of the Senate, commencing Tuesday, January 13, 1891, shall be ten o'clock A. M. (Sundays excepted), and in case any other is named, it shall be applicable only to one day, and shall not affect this rule beyond the day named for a different hour of meeting; and a recess shall be taken from twelve o'clock M. to one o'clock and thirty minutes P. M.; provided, that on Mondays the time of meeting shall be two o'clock P. M.

AMENDMENTS.

Mr. De Long moved to amend rule seventeen by striking out the words "pro tem."

Carried.

Mr. Preston moved that the report be corrected wherein there has been a consolidation of committees of the twenty-eighth session, so as to make the number comprising such consolidated committee equal to that of the committee named in said consolidated committee which had the largest number of members during the previous session.

Carried.

ADOPTION OF TEMPORARY RULES AND COMMITTEES.

Mr. Crandall moved that the report of the committee as amended be adopted.

Carried.

COMMUNICATION FROM THE SERGEANT-AT-ARMS.

The following communication from the Sergeant-at-Arms was read:

Will the President please ask the Senators to place their inkstands on the outside of their desks when the Senate adjourns, that the Sergeant-at-Arms may care for them during the recess. If they are left in the desks, damage will be done by spilling when the Senate Chamber is prepared for the ball.

RESOLUTION.

Mr. Sprague offered and moved the adoption of the following resolution:

Resolved, That the Secretary of State be directed to furnish each member of the Senate, and the Secretary of the Senate, a copy of the Constitution, and a copy of the latest edition of the Codes, at a price not to exceed eleven dollars and fifty cents.

The ayes and noes were demanded by Messrs. McGowan, Carpenter, and Banks.

The roll was called, and the resolution was adopted by the following vote:

NOTICE OF RECONSIDERATION.

Mr. Crandall then gave notice that he would move a reconsideration on Monday next, at three o'clock P. M.

RECESS.

At eleven o'clock and fifty-five minutes A. M., the Chair declared a recess, in order that the Senate could meet in joint session with the Assembly at the hour set for the inauguration of the Governor elect, the Hon. Henry H. Markham. Whereupon the Senate rose in a body, and, accompanied by its officers, proceeded to the Assembly Chamber.

MEETING OF THE SENATE AND ASSEMBLY IN JOINT CONVENTION.

Pursuant to Assembly Concurrent Resolution No. 2, the Senate and Assembly of the State of California met in joint session in the Assembly Chamber at twelve o'clock M., Thursday, January 8, 1891, for the purpose of inaugurating the Governor elect, the Hon. Henry H. Markham. Joint session was called to order by the President pro tem. of the Senate, in conjunction with the Speaker of the Assembly.

The roll call of Senators was called by the Secretary of the Senate, and the following Senators responded:

Hon. Elwood Bruner, Chairman of the Joint Committee of the Senate and the Assembly on Inaugural Ceremonies, appeared at the bar of the

House and announced to the Speaker the presence of his Excellency Governor R. W. Waterman, and H. H. Markham, Governor elect. Prayer by the Chaplain of the Assembly, Rev. A. C. Herrick.

Speaker Coombs introduced Governor R. W. Waterman, who made a brief address.

Mr. Bruner, Chairman of the Joint Committee, introduced to the Speaker, Governor-elect H. H. Markham.

The oath of office was administered by the Hon. W. C. Van Fleet, Judge of the Superior Court of Sacramento County, to the Governor elect as follows:

OATH OF OFFICE OF GOVERNOR.

I do solemnly swear that I will support the Constitution of the United States and the Constitution of the State of California, and that I will faithfully discharge the duties of the office of Governor according to the best of my ability.

Governor Markham then delivered his inaugural address.
Proceedings of the joint session were read and approved.

At one o'clock and ten minutes P. M. the Speaker declared the joint session adjourned sine die.

REASSEMBLED.

President pro tem. Fraser called the Senate to order at one o'clock and eighteen minutes P. M.

President pro tem. Fraser announced that, by virtue of the Hon. J. B. Reddick having been sworn in as Lieutenant-Governor, he became the President of the Senate, and is entitled to the appointment of three porters and four pages, and presented the following communication from the President of the Senate, the Hon. John B. Reddick:
