The Acting President pro tem. of the Senate appointed as a committee to wait on the Governor and Lieutenant-Governor elect, and inform them of the result of the Joint Convention of both Houses, Messrs. Heacock and Langford.

The Speaker of the Assembly appointed Messrs. Dibble and Wolfskill as a committee to wait on the Governor and Lieutenant-Governor elect, and inform them of the result of the Joint Convention of both Houses.

The minutes of the joint session were read by the Secretary of the Senate, and Mr. Goucher moved that the minutes be corrected so as to read "Speaker of the Assembly," instead of "the Speaker of the House." So ordered.

Mr. Hale moved to approve the minutes of the joint session as corrected.

So ordered.

Thereupon, at the hour of four o'clock P. M., the joint session adjourned until twelve o'clock м. on the eighth instant.

RESOLUTION.

Mr. Crandall offered the following resolution:

Resolved, That a temporary Committee on Contingent Expenses and Mileage, consisting of three, be appointed by the Chair.

Adopted.

The Chair appointed as such committee: Messrs. Crandall, Preston, and Mead.

MOTIONS.

Mr. Langford moved to adopt the rules of last session as the temporary rules of the present session.

Mr. Crandall moved as a substitute that the Chair appoint a committee of three on temporary rules, to report to-morrow at eleven o'clock and thirty minutes A. M.

The substitute was adopted.

The Chair appointed as such committee: Messrs. Heacock, Langford, and Dray.

ADJOURNMENT.

At four o'clock and twenty minutes P. M., the Senate adjourned to meet at eleven o'clock A. M. to-morrow.

READING OF THE JOURNAL.

The Journal of yesterday was_read.

Mr. Crandall moved that the Journal be corrected by striking out the words "to report to-morrow at eleven o'clock and thirty minutes A. M.,' used in connection with the appointment of Messrs. Crandall, Preston, and Mead as a temporary committee on contingent expenses and mileage. So ordered.

The Journal as corrected was then approved.

RESOLUTION.

Mr. Dray offered the following resolution:

Resolved, That the Secretary of State be requested to have the dome of the State Capitol building lighted during the evening of Friday, January 9, 1891, and to have the Senate Chamber placed in readiness for the occasion of the inaugural ball to be held on that evening, and the sum of two hundred dollars ($200) is hereby appropriated out of the Contingent Fund of the Senate to pay the expense thereof.

Adopted.

FURTHER TIME GRANTED.

The hour of eleven o'clock and thirty minutes having arrived, the Committee on Temporary Rules asked for further time to report. Granted.

RESOLUTIONS.

Mr. Dray offered the following resolution:

Resolved. That when the Senate adjourns on Thursday, January 8, 1891, such adjournment shall be until Monday, January 12, 1891, at eleven o'clock a. M.

Adopted.

Mr. Goucher offered the following resolution:

Resolved by the Senate, the Assembly concurring, That the Secretary of State be requested to place at the disposal of the committees having in charge the inaugural ceremonies, and the subsequent inaugural ball and banquet, the various halls, corridors, and unoccupied chambers in and about the State Capitol, from and after the adjournment of the Legislature, on this seventh day of January, 1891, to the hour of ten o'clock A. M., January 12, 1891.

Adopted.
Also:

Resolved by the Senate, That the Sergeant-at-Arms of the Senate be and he is hereby instructed to permit the Committees on Inaugural Ceremonies, including inaugural ball and banquet, full use of the Senate Chamber, the Sergeant-at-Arms' rooms, and the various committee rooms under his charge, at all hours when the Senate is not in session, until its assembling on January 12, 1891.

Adopted.
Also:

Resolved, That the sum of fifty dollars is hereby appropriated out of the Contingent Fund of the Senate, to the order of the Joint Legislative Committee on Inaugural Ceremonies, for the securing of music for the said ceremonies.

Mr. Campbell of Siskiyou moved to take up the Assembly message. So ordered.

ASSEMBLY MESSAGE.

ASSEMBLY CHAMBER, SACRAMENTO, January 6, 1891. MR. PRESIDENT: I am directed to inform your honorable body that the Assembly, on this day, adopted the following concurrent resolution advising the Secretary of State to order the removal of the restaurant and saloon combined from the State Capitol building: WHEREAS, Alcoholic and vinous liquors are being sold in the basement of the State Capitol, and a restaurant and saloon combined is being conducted there; and whereas, the sale or giving away of such alcoholic and vinous liquors in the State Capitol is a violation of the law of the State and a discredit to the Legislature; and whereas, there is no law permitting or authorizing any State officer to rent the basement of the State Capitol for any purpose whatever; therefore, be it

Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Secretary of State be and he is hereby advised to order and cause the removal of the restaurant and saloon combined from the State Capitol building; and be it

Resolved, That the Secretary of State be and he is hereby advised to order and cause the removal of all signs or cards indicating said restaurant and saloon from the walls of the corridors and rooms of the State Capitol.

Mr. Campbell moved that the concurrent resolution be so referred. Mr. Sprague moved as a substitute that the Chair appoint a committee

of five to report upon the concurrent resolution.

Mr. Heacock moved as an amendment that such committee report at eleven o'clock and thirty minutes A. M. on Monday next.

Mr. Sprague accepted the amendment.

The roll was called, and the motion of Mr. Sprague prevailed by the following vote:

ASSEMBLY CHAMBER, SACRAMENTO, January 7, 1891. MR. PRESIDENT: I am directed to inform your honorable body that the Assembly, on this day, adopted the following concurrent resolution:

Resolved by the Assembly, the Senate concurring, That the Assembly and Senate do meet in joint session in the Assembly Chamber, at twelve o'clock noon, on Thursday, January 8, 1891, for the purpose of attending the inauguration of the Governor and LieutenantGovernor.

Also concurred in the following Senate concurrent resolution, viz.:

Resolved by the Senate, the Assembly concurring, That the Secretary of State be requested to place at the disposal of the committees having in charge the inaugural ceremonies, and subsequent inaugural ball and banquet, the various halls, corridors, and unoccupied chambers in and about the State Capitol, from and after the adjournment of the Legislature on this seventh day of January, 1891, to the hour of ten o'clock A. REPORT OF COMMITTEE ON TEMPORARY RULES.

The Committee on Temporary Rules reported as follows:

MR. PRESIDENT: Your Committee on Temporary Rules beg leave to submit the following report:

We recommend the adoption of the Standing Rules of the Senate of the twenty-eighth session, with the exception of Rules I and XVI; and we recommend that Rule XVI be amended to read as follows:

RULE XVI.

The following standing committees shall be appointed:

1. Committee on Agriculture, Viniculture, and Viticulture, to consist of nine members.

2. Committee on Apportionment and Representation, to consist of nine members.

3. Committee on City, City and County, and Town Governments, to consist of nine members.

4. Committee on Commerce and Navigation, to consist of seven members.

5. Committee on Constitutional Amendments and Banks and Banking, to consist of seven members.

6. Committee on Corporations, to consist of eleven members.

7. Committee on Claims, to consist of seven members.
