SENATE CHAMBER, SACRAMENTO, January 22, 1891. MR. PRESIDENT: Your Committee on Public Buildings other than Prison Buildings, to whom was referred Senate Bills Nos. 74 and 130, and Assembly Joint Resolutions Nos. 1 and 5-have had the same under consideration, and respectfully report back Senate Bill No. 74 amended as follows, viz.: (printed bill) On line three, section one, after the word "thereof," insert "except such buildings as may be wholly constructed of wood, and their contents."

Also: Senate Bill No. 130-Amended as follows, viz.: Section one, line six, printed bill, after the word "cash," and before the word "and," insert "to the highest bidder after advertisement of sale for a period of thirty days, said advertisement to appear in one daily paper in San Francisco and one daily paper in San José."

Also: Assembly Joint Resolutions Nos. 1 and 5-and respectfully report the same back, and recommend that the Senate bills, as amended, do pass, and said Assembly Joint Resolutions Nos. 1 and 5 be adopted.

Also: Respectfully report the number of miles traveled by each member of said committee during their visit to the California Hospital for Chronic Insane, at Agnews, located in Santa Clara County, California, as follows:

MR. PRESIDENT: Your Committee on Education and Public Morals, to whom was referred Senate Bill No. 136-An Act to amend section seven hundred and ninety-seven of an Act entitled "An Act to provide for the organization, incorporation, and government of municipal corporations," approved March 13, 1883.

Also: Senate Bill No. 104-An Act to enable cities of the fifth class to issue bonds for the purpose of raising money to purchase school lots, buildings, and furnishing the

same.

Have had the same under consideration, and respectfully report the same back, and recommend that they do pass.

Also: Senate Bill No. 278-An Act to prohibit the sale of intoxicating liquors within one mile of any reform school where juveniles are confined or kept-have had the same under consideration, and respectfully report the same back amended, and recommend that it do pass as amended.

Also: Senate Bill No. 245-An Act to establish a State Normal School in the City and County of San Francisco-have had the same under consideration, and respectfully report the same back, and recommend that it be referred to the Committee on Public Buildings other than Prison Buildings.

Also: Senate Bill No. 165-An Act to add two sections to chapter ten of the Penal Code, to be known and numbered as sections three hundred and thirty-seven and three hundred and thirty-eight, relating to the selling of pools on horse races-have had the same under consideration, and respectfully report the same back and recommend a substitute for same, with the recommendation that the substitute do pass.

PRESIDENT: Your Committee on Elections, to whom was referred Senate Bill No. 116-An Act to amend section five hundred and thirty of an Act entitled "An Act to establish a Political Code," approved March 12, 1872, relating to the office of Superintendent of State Printing, and providing for the election of such officer-have had the same under consideration, and respectfully report the same back, and recommend that it do pass.

No recommendation is made for Senate Bill No. 58, herewith returned, for the reason that Senate Bill No. 116, a similar bill, is favorably recommended.

PRESIDENT: Your Committee on Forestry, Yosemite Valley, Mariposa Big Tree Grove, and Fish and Game, to whom was referred Assembly Bill No. 215-An Act to authorize the Board of Fish Commissioners of this State to purchase the land on which the State Fish Hatcheries at Sisson and Lake Tahoe are now situated, and appropriating money therefor-have had the same under consideration, and respectfully report the same back, and recommend that it do pass as amended.

Also: Senate Bill No. 214-An Act to amend an Act entitled "An Act to establish a Penal Code," approved February 14, 1872, relating to the preservation of game-have had the same under consideration, and respectfully report the same back and recommend that it do pass.

PRESIDENT: Your Committee on Judiciary, to whom was referred Senate Bill No. 16-An Act to amend section four hundred and ninety-nine of the Civil Code of California, relative to the authority to lay, construct, and operate railroad tracks through streets and public highways of any incorporated city, city and county, or town, and to allow different lines of street railway, operated under different managements, to use parts of the same streets and tracks.

Also: Senate Bill No. 135-An Act to amend sections one thousand three hundred and five, one thousand three hundred and seventy-three, one thousand five hundred and fifty-two, one thousand six hundred and thirty-three, and one thousand six hundred and thirty-tour of an Act of the Legislature of the State of California entitled "An Act to establish a Code of Civil Procedure," approved March 11, 1872, all relating to estates of deceased persons.

Also: Assembly Bill No. 132-An Act to amend an Act entitled "An Act in relation to certain deputies, assistants, and copyists of County Clerks."

Also: Senate Bill No. 61-An Act to provide for the better discovery of assessable personal property, to aid Assessors and Boards of Equalization in the performance of their duties, and to require insurance companies to make annual reports of personal property insured.

Also: Senate Bill No. 2-An Act to confirm, ratify, and make valid ordinances heretofore passed by the body intrusted with the government of incorporated cities, city and county, and towns, giving authority and permission to propel cars upon railroad tracks laid through the streets and public highways of such incorporated cities, city and county, and towns, by electric power.

Also: Senate Bill No. 47-An Act to amend section four hundred and ninety-seven of - the Civil Code of the State of California, relating to the authority to lay railroad tracks through streets and public highways of incorporated cities, city and county, or towns. Resolved, That the Attorney-General, the Secretary of State, and the Superintendent of State Printing be and they are requested to report to the Senate the amount of deficiencies existing in their respective departments, and that such reports show the amount of indebtedness already existing, and what portion of such indebtedness was authorized by the State Board of Examiners, and the estimated amount necessary for the maintenance of their said offices for the remainder of this fiscal year.

Senate Bill No. 148-An Act to provide for the construction and furnishing of a kitchen and dining-room at the Napa State Asylum for the Insane, and making an appropriation therefor.

Senate Bill No. 196-An Act to provide for the removal of the old wooden fence, sidewalks, and curb from the State Capitol grounds, located at Sacramento, and have constructed in their stead a granite post and chain fence, a concrete sidewalk, and granite curb, and to appropriate money therefor.

Senate Bill No. 197-An Act to provide for the completion of the ten tiers of granite steps in the State Capitol grounds, located at Sacramento, and to appropriate money therefor.

Senate Bill No. 82-An Act to amend an Act entitled "An Act to establish a Political Code," approved March 12, 1872, by adding a new section thereto, to be known as section three thousand two hundred and forty-six, relating to the payment of persons employed under the provisions of section three thousand two hundred and forty-five of said Political Code.

Committee amendment to strike out all of section two was adopted. Bill read second time, ordered engrossed and to a third reading.

Senate Bill No. 83-An Act to amend an Act entitled "An Act to establish a Political Code," approved March 12, 1872, by amending section three thousand two hundred and forty-five, relating to eight hours being a legal day's work.

Bill read.

The following two committee amendments were adopted:

Insert the word "labor" between the words "hours" and "constitute," in line three of section one, printed bill; and strike out all of section two.

Senator Crandall moved to amend by striking out of section one all after the word "party," in line eight.
