PRESIDENT: Your Committee on Military Affairs, to whom was referred Senate Bill No. 115-An Act to authorize the Adjutant-General to issue arms and accouterments to regularly organized Camps of the Order of Sons of Veterans in the State of California-have had the same under consideration, and respectfully report the same back, and recommend that it do pass.

Also: Senate Bill No. 117-An Act to provide for, insure, and maintain preference in the appointment, employment, and retention, in the public service, and upon public works of the State of California, of honorably discharged ex-Union soldiers, sailors, and marines of the War of the Rebellion-have had the same under consideration, and respectfully report the same back, and recommend that it do pass.

REPORT OF SPECIAL COMMITTEE.

MR. PRESIDENT: Your Select Committee, to whom was referred Senate Bill No. 30-An Act to provide for the collection of taxes by installments-for the purpose of ascertaining whether the provisions of said bill were in conflict with other sections of the Political Code, have had the same under consideration, and respectfully report that they have examined the sections of the Political Code upon the subject under consideration as well as they could in the time allotted to them, and find that in the opinion of your committee the said bill is not in conflict with other provisions of the Political Code concerning the collection of taxes.

Your committee also recommend that the bill be recommitted to a committee of one, consisting of Senator De Long, with instructions to amend the bill by inserting after the word "taxes," at the end of the title of the bill, the words "and providing for the payment of taxes by installments;" also by striking out the word "June," in line six, section twelve, and inserting in lieu thereof the word "May," and by striking out the words "chapter eight" in line eight, section twelve, and that the bill so amended be printed for further consideration.

Adopted.

Senator Dray moved to instruct Special Committee, just appointed, to amend further by striking out of section six, line three, the words "on or before," and inserting the following: "on or within five days. before or after."

Insert after the word "taxes," at the end of the title of the bill, the words "and providing for the payment of taxes by installments," and by striking out the word "June," in line six, section twelve, and inserting in lieu thereof the word "May," and by striking out the words "chapter eight," in line eight, section twelve.

SENATE CHAMBER, SACRAMENTO, January 22, 1891. MR. PRESIDENT: Your Committee on City, City and County, and Town Governments, to whom was referred Senate Bills Nos. 127 and 128-Entitled, respectively, an Act to provide for the levy and collection of taxes by and for the use of municipal corporations, and cities incorporated under the laws of the State, excepting municipal corporations of the first, second, third, and fourth classes; and an Act to provide for the levy and collection of taxes by and for school districts, except in municipal corporations of the first class-have had the same under consideration, and respectfully report the same back, and recommend that they do pass.

Also: Senate Bill No. 80-Entitled "An Act to increase the police force of the various cities, and cities and counties, of the State, and to provide for the appointment of such extra police officers, and for the payment of their salaries"-do recommend that section one of said bill be amended to read as follows:

The Board of Supervisors or Common Council of a city, or city and county, of the State, of the first, second, third or fourth class, are hereby authorized and empowered to increase the police force, limited not to exceed one officer for every five hundred of population of their respective cities, or cities and counties, from time to time as may be deemed necessary by said Common Council or Board of Supervisors, said additional police force to be appointed by the Board of Police Commissioners or other Board or authority now by law empowered to appoint police officers in their respective cities, or cities and counties. Have had the same under consideration, and respectfully report the same back, and recommend that it do pass as amended.

Also: Senate Bill No. 149-Entitled an Act to amend section seven hundred and ninety-five of an Act entitled "An Act to provide for the organization, incorporation, and government of municipal corporations," approved March 13, 1883-have had the same under consideration, and respectfully report the same back, and recommend that it do pass.

ON ATTACHÉS, CONTINGENT EXPENSES, AND MILEAGE.

SENATE CHAMBER, SACRAMENTO, January 22, 1891. MR. PRESIDENT: Your Committee on Attachés, Contingent Expenses, and Mileage, to whom was referred the following resolution:

Resolved, That a Weekly History of all bills introduced be prepared, and that said History show the status and standing, also position of each Senate Bill at the issuance of such History; that a printed copy thereof be placed on each member's desk every Monday and Thursday during the session of the Legislature; that the President of the Senate be and is hereby authorized to appoint a clerk to so prepare such History and perform the duties required by the resolution, at a per diem of five dollars, said per diem being payable out of the appropriation for the contingent expenses of the Senate. Have had the same under consideration, and respectfully report the same back, and recommend that do pass as amended. Amended resolution herewith submitted.

Resolved, That J. C. Medley be and he is hereby appointed History Clerk of the Senate, to prepare a semi-weekly History of all Senate Bills, Joint Resolutions, and Constitutional Amendments, to be issued on Thursdays and Mondays of each week, and to assist as clerk at the desk when not engaged in preparing said History, at a per diem of five dollars, the same to be paid out of the Contingent Fund of the Senate, and the Controller is hereby directed to draw his warrant for the same, in accordance with this resolution.

SPECIAL REPORT OF JUDICIARY COMMITTEE.

MR. PRESIDENT: Your Committee on Judiciary, to whom was referred the question as to whether the Governor has power to withdraw names sent to the Senate by his predecessor for confirmation before the Senate has acted thereon, have considered the same, and respectfully report that in their opinion the appointment to office which the Governor is authorized to make with the consent of the Senate, is an executive function vested by the Constitution and laws of this State solely in the Governor, and that the Governor in office, as to such appointments, may, at his discretion, withdraw names sent to the Senate by his predecessor, for confirmation, or substitute others in place of those submitted by his predecessor at any time prior to the actual confirmation thereof by the Senate.

On motion of Senator Preston, the hour for recess was indefinitely postponed.
