Resolved, That Wm. W. Taylor be and is hereby appointed Bill Clerk of the Senate, at a per diem of five dollars, the same to be paid out of the Contingent Fund of the Senate.

Resolved, That W. C. Whitman be and is hereby appointed Messenger to the Committee on Elections of the Senate, at a per diem of five dollars, the same to be paid out of the Contingent Fund of the Senate.

Mr. Heacock moved, as an amendment, that the said Messenger be employed and paid only when said committee was in session investigating contested election cases.

Mr. Heacock moved that the consideration of that part of the message relating to the appointment of officers requiring confirmation or

Mr. Heacock moved that one thousand five hundred copies of the Governor's message be printed.

Mr. Heacock moved that the attachés elected this morning and those previously elected, and not sworn in, come forward and take the oath of office.

RESOLUTIONS.

Mr. Dray offered the following resolution:

Resolved, That Rev. J. A. Bruner be appointed Chaplain of this Senate, at a per diem of five dollars, payable out of the Contingent Fund of the Senate.

Mr. Seawell moved to amend by substituting the name of Rev. A. C. Bane for that of Rev. J. A. Bruner.

Thereupon, it was announced that the hour of two o'clock and thirty minutes P. M. having arrived, pursuant to the resolution previously adopted, the Senate would now proceed to the Assembly Chamber for the Joint Convention.

IN JOINT CONVENTION.

Proceedings of the Joint Convention to canvass the returns of the election of Governor and Lieutenant-Governor:

The President pro tem. of the Senate and Senators were announced and received in Joint Convention.

The Convention was called to order by Acting President pro tem. of the Senate, Senator Heacock, and Speaker of the Assembly.

The roll of Senators was called by the Secretary of the Senate, and the following Senators answered to their names:

The Secretary of the Senate read the sections of the Political Code authorizing the Joint Convention.

The Acting President pro tem. of the Senate appointed as tellers on the part of the Senate, Senators Dargie and Goucher.

Then the Speaker of the Assembly appointed as tellers on the part of the Assembly, Messrs. Freeman and Robertson.

The tellers announced that the vote cast at the last general election, held on the fourth day of November, 1890, for Governor and LieutenantGovernor, was as follows:

The Speaker thereupon declared the result as certified by the Secretary of State and tellers of the Convention to be: Total number of votes cast for Governor, 252,543, and that H. H. Markham having received the highest number of votes cast was duly elected Governor of the State of California for the ensuing term, according to the Constitution and the laws of the State.

The Speaker thereupon declared the result to be: Total number of votes cast for Lieutenant-Governor, 252,428, and that J. B. Reddick having received the highest number of votes cast at said general election for Lieutenant-Governor, was duly elected Lieutenant-Governor of the State of California for the ensuing term, according to the Constitution and the laws of the State.

The following resolution was introduced by Mr. Dibble:

Resolved, That the hour of twelve o'clock noon of January eighth instant, 1891, be appointed as the time when the Governor and Lieutenant-Governor elect shall take the official oath in the presence of both Houses of the Legislature, in Joint Convention assembled, as required in and by Section 905 of the Political Code.

Resolved, That a committee of two Senators and two Assemblymen be appointed, respectively, by the President of the Senate and the Speaker of the House to inform the Governor and Lieutenant-Governor elect of this action.

Resolved, That when this Joint Convention adjourns, it will adjourn to meet at noon on January the eighth instant.
