All such 3 clinics, special projects, and prepaid health care plans shall 4 provide outreach and followup services,". 5 SEC. 3. Section 310 of the Public Health Service Act is 6 further amended by inserting "(a)" immediately after the 7 section designation and by adding at the end of such sub8 section the following new subsection: 9 "(b) There are hereby authorized to be appropriated 10 $10,000,000 for the fiscal year ending June 30, 1973, 11 $25,000,000 for the fiscal year ending June 30, 1974, $35,12 000,000 for the fiscal year ending June 30, 1975, $40,000,13 000 for the fiscal year ending June 30, 1976, and $45,000,14 000 for the fiscal year ending June 30, 1977, to enable the 15 Secretary to assist in the provision of necessary hospital 16 care to domestic agricultural migratory workers and their 17 families." 18 SEC. 4. AMENDMENT TO THE PUBLIC HEALTH SERVICE ACT 5 6 SEC. 2. Part E of the Public Health Service Act is 7 amended by adding at the end thereof the following: 8 "RESEARCH PROGRAM ON AUTISM 9 "SEC. 446. (a) The Director of the National Institute 10 of Child Health and Human Development shall 1 2 3 4 5 6 7 8 9 10 11 12 2 "(1) plan and develop a coordinated autism research program encompassing the programs of the National Institutes of Health and related programs of other research institutes, and other Federal and non Federal programs; "(2) collect, analyze, and disseminate all data useful in the prevention, diagnosis, and treatment of autism; and "(3) establish comprehensive, coordinated diagnostic and evaluation procedures that provide for early detection and effective guidance for autistic children. "(b) There are authorized to be appropriated to carry 13 out the purposes of this section such sums as may be 14 necessary. 15 16 "LEARNING AND CARE CENTERS "SEC. 447. (a) The Secretary may make grants, loans, 17 and loan guarantees to any public or private nonprofit 18 entity operating or proposing to operate a residential or 19 nonresidential center with education programs for autistic 20 children, 21 "(b) A grant, loan, or loan guarantee under this sec22 tion may be made only after the Secretary approves a 23 plan submitted by such entity submitted in such form and 24 containing such information as the Secretary may require. 3 1 "(c) There are authorized to be appropriated to carry 2 out the provisions of this section $500,000 for fiscal year 3 1974 and $5,000,000 per annum for fiscal years 1975, 4 1976, 1977, and 1978. 5 "(d) For the purposes of this section and section 446 6 the term 'autistic' means severe disorders of communica7 tion and behavior such as infantile absorption in fantasy 8 as escape from reality, childhood schizophrenia, and other 9 child psychoses."
