For the purpose of making grants to fulfill 4 the purposes of section 5 (a) (5), $12,000,000 for the fiscal 5 year ending June 30, 1974, $15,000,000 for the fiscal year 6 ending June 30, 1975, $18,000,000 for the fiscal year end7 ing June 30, 1976, to support the cost of renovation, main8 tenance, and operation of centers for population sciences 9 research (or research and related activities). 10 PLANNING AND POPULATION GROWTH INFORMATION DIS 11 12 15 TRIBUTION AND EDUCATIONAL MATERIALS DEVELOP MENT 13 SEC. 14. (a) For the purpose of making grants or 14 entering into contracts to fulfill the purposes of section 5 (a) (3), there are authorized to be appropriated $2,000,000 16 for the fiscal year ending June 30, 1974; $3,000,000 for 17 the fiscal year ending June 30, 1975; $4,000,000 for the 18 fiscal year ending June 30, 1976. 19 (b) The acceptance of family planning and popula20 tion growth information, including education materials pro21 vided, shall be voluntary and shall not be a prerequisite or 22 impediment to eligibility for or the receipt of other benefits 23 or participation in any other programs of financial or medical 24 assistance. 93D CONGRESS 2D SESSION H. This Act may be cited as the "Family 4 Planning and Population Research Act of 1974". 5 SEC. 2. (a) Section 1001 (c) of the Public Health 6 Service Act is amended (1) by striking out "and" after 7 "1974;" and (2) by inserting after "1975" the following: 8 "; $120,000,000 for the fiscal year ending June 30, 1976; 9 and $120,000,000 for the fiscal year ending June 30, 1977". (b) Section 1003 (b) of such Act is amended (1) by 10 11 striking out "and" after "1974;" and (2) by inserting after 2 1 "1975" the following: "; $4,000,000 for the fiscal year end2 ing June 30, 1976; and $5,000,000 for the fiscal year end 3 ing June 30, 1977". 4 (c) Section 1004 (b) of such Act is amended (1) by 5 striking out "and" after "1974;" and (2) by inserting after 6 "1975" the following: "; $10,000,000 for the fiscal year 7 ending June 30, 1976; and $12,000,000 for the fiscal year 8 ending June 30, 1977". 9 (d) Section 1005 (b) of such Act is amended (1) by 10 striking out "and" after "1974;" and (2) by inserting 11 after "1975" the following: "; $1,500,000 for the fiscal 12 year ending June 30, 1976; and $2,000,000 for the fiscal 13 year ending June 30, 1977". 14 (e) The last sentence of section 1006 (c) of such Act 15 is amended by inserting immediately before the period the 16 following: "so as to insure that economic status shall not be 17 a deterrent to participation in the programs assisted under 18 this title". 19 SEC. 3. (a) Subsection (a) of section 5 of the Family 20 Planning Services and Population Research Act of 1970 is 21 amended 222 23 24 25 (1) by striking out "Not later than six months after the date of enactment of this Act" and inserting in lieu thereof "As soon as practicable after the end of each fiscal year,"; and 31-151 O 74 Pt. 1 - 29 1 2 3 3 (2) by striking out "a period of five years" and inserting in lieu thereof "the next five fiscal years". (b) Subsection (b) (2) of such section is amended by 4 striking out "these objectives" and inserting in lieu thereof 5 "the purposes of this title and other Federal laws for which 6 the Secretary has responsibility and which pertain to family 7 planning programs". 8 (c) Subsection (b) (3) of such section is amended by 9 striking out "establish" and inserting in lieu thereof "main10 tain". 11 (d) (1) Subsection (c) of such section is amended by 12 striking out the matter preceding paragraph (1) and insert13 ing in lieu thereof the following: 14 "(c) Each report submitted under subsection (a) 15 shall-". 16 17 18 (2) Such subsection is further amended by striking out "the plan" in paragraphs (1), (2), and (3) and insert ing in lieu thereof "the plan contained in such report".
